About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Health (DOH) for HCV Rapid Antibody, In-home HIV, Advance HIV 1⁄2, and oral fluid lab HIV-1/2 test kits. The DOH's Bureau of Communicable Diseases seeks to purchase special test kits for communities and populations at risk for acquiring HIV and Hepatitis C throughout Florida. The test kits must be FDA approved and provide results within 20 minutes. The contract term is three years, with information submission due by February 4, 2025 at 5:00 PM. The products fall under NSPSC codes 41113000 (Chemical evaluation instruments and supplies) and 41116200 (Patient point of care testing supplies and equipment).
The estimated contract value is $3,000,000.00, with OraSure Technologies, Inc. identified as the intended single source vendor. The justification for single-source acquisition states that OraQuick HCV and HIV Antibody test kits are the only FDA approved, CLIA waived, point-of-care rapid tests for detecting Hepatitis C and HIV/AIDS. OraSure Technologies, Inc. is cited as the sole manufacturer and distributor of these test kits to public health departments. The purchase request has been approved by Allegra Small, Purchasing Director, and follows Florida Administrative Code Chapter 60A-1.045 requirements.
