About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Health (DOH), Division of Community Health Promotion, Bureau of Family Health Services, Violence and Injury Prevention Section. The DOH is seeking to purchase licenses for virtual, evidence-based, self-paced suicide prevention training courses titled "QPR for School Health Professionals, Youth Workers, Mentors, and Advocates" and "QPRT 2.0 Suicide Risk Assessment and Management Training Pro." The intended single source for these training licenses is QPR Institute, Inc. The DOH requires these online trainings to ensure school nursing staff across the state have access to the required trainings without the restrictions of in-person training during the school year. The DOH is requesting authorization to purchase the training licenses as a single source in accordance with Chapter 60A-1.045 of the Florida Administrative Code. The estimated dollar amount for this single-source purchase is $304,000 over a 3-year term.
The justification for the single-source acquisition is that QPR Institute, Inc. is the sole creator and distributor of the online, evidence-based suicide prevention gatekeeper training curricula specifically designed for school health professionals. These trainings are the only ones that can meet the DOH's requirements. The DOH will provide notice of its intended decision to enter into a single-source purchase contract as specified in Rule 60A-1.045, Florida Administrative Code, and Section 120.57(3), Florida Statutes.
