About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Health, Bureau of Public Health Laboratories (BPHL). The BPHL requires the purchase of the QIAGEN QIAgility and QIAcuity Four instruments, which will be used to perform testing on wastewater samples for the surveillance of infectious agents as part of the Centers for Disease Control and Prevention's (CDC) National Wastewater Surveillance System (NWSS). The BPHL is requesting authorization to purchase these instruments as a single source from QIAGEN, the sole manufacturer and distributor. The required quantities are 3 instruments, with an estimated dollar amount of $201,453.02. The posting will remain open for at least 15 business days, with the last day for receipt of information being January 5, 2024.
The justification for the single-source acquisition is that the QIAcuity is a unique digital PCR instrument required for the NWSS program, and the QIAgility is a specialized instrument that is integrated with the QIAcuity and has no compatible alternatives. QIAGEN is the sole manufacturer and distributor of both the QIAgility and QIAcuity Four instruments. The contract opportunity is limited to the jurisdictions of Leon County and the City of Tallahassee in the state of Florida.

PUR 7776 (Revised 07/2022) Page 2 of 3 support the Centers for Disease Control and Prevention (CDC) National Wastewater Surveillance System (NWSS) which tracks the presence of infectious agents in wastewater to identify outbreak trends early, directs prevention efforts to where they are most needed, and provides additional insight into disease spread that complements other public health surveillance data.
In accordance with Chapter 60A-1.045, Florida Administrative Code, the Florida Department of Health, BPHL, requests authorization to purchase, as a single source, the QIAgility and QIAcuity Four from QIAGEN.
Intended Single Source:
QIAGEN
Estimated Dollar Amount:
$201,453.02.
Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):
• The QIAcuity is a digital polymerase chain reaction (PCR) instrument that uses a unique nanoplate microfluidic technology to perform fully automated nucleic acid absolute quantification. The NWSS program requires using a quantitative PCR method. The laboratory currently has a QIAcuity instrument for NWSS, but the additional instrument is needed to expand laboratory capacity and provide redundancy when one instrument is inoperable due to maintenance and repair. By having the same instrument, the laboratory will not need to expend additional staff time and alternative instrument supplies to maintain two separate systems.
• The QIAgility is a compact benchtop instrument that enables rapid, high-precision PCR setup. It is unique in that almost all tube and plate formats are supported, the single-channel pipet can process up to 96 samples in 17 minutes, and it is a compact instrument with a very small footprint. This instrument is also part of a total workflow that is integrated with the QIAcuity PCR instrument. There is no other instrument available that is compatible in this way with the QIAcuity PCR instrument. QIAGEN is the sole manufacturer and distributor of the QIAgility and QIAcuity Four.
