About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health (FDOH) for the acquisition of the Battelle Developmental Inventory 3rd Edition (BDI-3) and Electronic Record Form licensing. The FDOH's Early Steps Program requires a standardized assessment instrument to evaluate developmental milestones in children from birth to three years of age, including social-emotional, communication, adaptive, motor, and cognitive domains. The BDI-3 is the only product that meets these requirements and is currently used by the Early Steps and Florida Department of Education IDEA Part B programs. FDOH is requesting authorization to purchase the BDI-3 Developmental Kit and Electronic Record Form licensing from the sole source provider, Riverside Insights, LLC, for a 3-year term.
The estimated dollar amount for this single source purchase is $656,943.75. No other products are available in the marketplace that meet the FDOH's program requirements. This purchase will provide continuity of care for the Early Steps Program and is in the best interest of the state.
