About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract by the Florida Department of Health, Bureau of Epidemiology. The Department seeks to purchase hosting services for its proprietary ESSENCE (Electronic Surveillance System for the Early Notification of Community-Based Epidemics) and EpiCom database systems. ISF, Inc. is identified as the sole source of these hosting services, as they created and maintain the specialized software and infrastructure for these systems. The posting dates are from May 11, 2022 to May 16, 2022, and the intended single-source contract price is $1,136,106.
The justification for the single-source procurement is that ISF, Inc. is the sole provider of the hosting services, software, and maintenance required for the ESSENCE and EpiCom systems, which are owned by the Department. ISF's technical staff has developed the custom ingestion scripts and maintenance applications necessary for the operation of these proprietary systems.
