EVALUATION FACTORS FOR AWARD - Basis for Award

(a) The Government will award the responsible contractor whose proposal in the Government’s estimation provides the greatest overall benefit in response to the requirement.

(b) EXIM will conduct a review of the offerors written proposal, in accordance with the evaluation criteria listed in section titled evaluation factors for award.

Evaluation Factors for Award An objective technical evaluation will be performed on each offeror’s technical proposal based solely on the information furnished and not on previous knowledge or associations, with the exception of information concerning past performance.

The following factors are listed in descending order of importance:

Factor 1 – Risk Modeling Approach

Factor 2 – Corporate Experience

Factor 3 – Past Performance

Factor 4 – Cost/Price

The distinction between corporate experience and past performance is that corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance relates to how well a contractor has performed.

Prior to submission of the written proposal, the offeror may request a dataset to be provided by EXIM, along with a non-disclosure agreement, to assist in their proposal.

The offerors will be evaluated using factors as follows, listed in descending order of importance.

Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to EXIM, price and non-price factors considered.

Factor 1, Risk Modeling Approach:

The follow sub-factors, listed in descending order of importance, will be used by EXIM to evaluate the extent to which the offeror’s risk sharing structure options help EXIM achieve its objectives. These sub- factors are:

• A modeling proposal that demonstrates a deep understanding of aircraft risk that EXIM underwrites

• A model that considers credit risk, asset value, and asset depreciation

• A model that can be customized to handle any combination of aircraft transactions in EXIM current and/or future portfolio

• A model that can be used to generate output that can be used to benchmark against other securities in the market

• Demonstrates a strong understanding of EXIM

Factor 2, Corporate Experience:

EXIM will evaluate the extent to which the proposal demonstrates relevant corporate experience and depth of experience in performing work that is similar to the size, scope and complexity of tasks anticipated under this solicitation.

Note: Corporate Experience presented for a key subcontractor or an affiliate will not be evaluated unless a letter of commitment or similar documentation is provided for said subcontractor and affiliate, respectively.

Factor 3, Past Performance:

EXIM will evaluate the Offeror’s recent and relevant past performance information. The Offeror will be evaluated on the quality of its past performance on similar work, to include:

• How well the firm performed goals

• How responsive the firm was

• How effective the firm was at accomplishing staffing goals within budget and on schedule.

Cost/Price: The non-price factors are more important than cost/price.
