STATEMENT OF WORK

CREDIT REPORTING SERVICES

EXPORT-IMPORT BANK OF THE UNITED STATES

1) INTRODUCTION

The Export Import Bank of the United States has a requirement for international credit reporting services. This SOW is for a Contractor to provide credit reports to Exim.

Contractors should have a current registration in the System for Acquisition Management (SAM). The successful response will be selected based on best value to the government.

2) BACKGROUND

Ex-Im Bank is an independent executive agency and a wholly owned U.S. government corporation that was first organized as a District of Columbia banking corporation in 1934.

Ex-Im Bank is the official export-credit agency of the United States.

Ex-Im Bank’s mission is to support U.S. jobs by facilitating the export of U.S. goods and services, by providing competitive export financing, and ensuring a level playing field for U.S. goods and services in the global marketplace. Ex-Im Bank supports U.S. exports by providing export financing through its loan, guarantee, and insurance programs in cases where the private sector is unable or unwilling to provide financing or when such support is necessary to level the playing field due to financing provided by foreign governments to their exporters that compete with U.S. exporters. Ex-Im Bank’s charter requires reasonable assurance of repayment for the transactions it authorizes; it closely monitors credit and other risks in its portfolio. All Ex-Im Bank obligations carry the full faith and credit of the U.S. government.

3) OBJECTIVES AND SCOPE

The Exim Bank, in the course of its underwriting and participant management activities, frequently requires credit and demographic information to execute its mission. These reports are typically ordered online and may be returned to us in an online or paper format.

• The contractor shall provide credit reports on international companies in countries from the following regions: Asia, Europe, Middle East, Africa, Central and South America, and the Caribbean Islands, including demographic and corporate structure information (as available) on the companies on an on demand basis through a web based report ordering system.

• The contractor shall have an account manager upon whom Exim staff can rely for technical or other questions.

• The contractor shall provide regular usage statements.

4) DELIVERABLES

• Reports provided on demand via web interface with data being refreshed within the past 6 months; majority of any investigations initiated resolved within 2 calendar weeks.

Investigations would be requested due to either a stale, incomplete, and/or nonexistent report.

• The initial response time to any Exim outreach (phone/email) will be 2 business days

• Emailed monthly usage statements in a PDF or Excel format, detailing out monthly charges (company name on report, Exim user, report cost, report type, order date/time), YTD usage, current available funds

5) PERIOD OF PERFORMANCE

Provide a fixed unit price (per word) for a twelve month base year and four consecutive twelve month option years on the SF-18.

Base Year – May1 2017—April 31 2018 Option Year I - May 1 2018—April 31 2019 Option Year II - May 1 2019—April 31 2020 Option Year III – May 1 2020—April 31 2021 Option Year IV – May 1 2021—April 31 2022
