Performance Work Statement (PWS) For Exhibit Design National Mounted Warrior Museum
PART 1
GENERAL INFORMATION
C.1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform exhibit design as defined in this PWS.
C.1.2 Background
On behalf of the National Mounted Warrior Museum, the U. S. Army Center of Military History (CMH) requires the design of museum exhibits for a new museum just outside the main gate of Fort Hood, (Killeen) Texas. The work in this contract is summarized in PWS C1.3 and C1.4.
The effort is in support of the Army Museum Enterprise (AME) mission to collect, preserve, interpret, and display historical military material, culture, and artifacts. The museum has a rotunda (4950 sf—a third of which will be used for exhibitry) that will feature an introduction and four dioramas: (1) a Buffalo soldier on horseback; (2) a World War I (WWI) tank; (3) a small reconnaissance helicopter; and (4) a drone. In the galleries (12,424 sf), the approximate number of section, sub-section, and diorama text panels is 132. The estimated number of graphic images is 275. Sometimes these images will appear on the text panels, but at other times will be displayed adjacent to the text panels. The designer shall be responsible for hi-resolution scanning of the proposed exhibit graphics, which will be gathered by the client for the designer to scan.
The estimated number of artifacts is 163. Among these are 16 “macro artifacts—those mentioned in the rotunda, plus 3 more tanks (1 outdoors); 2 helicopters; 1 motorcycle; 1 dirt bike; a Jeep; an M10 Tank Destroyer; a Bradley Fighting Vehicle; a Stryker Armored Fighting Vehicle; a High-Mobility, Multi-purpose Wheeled Vehicle (HMMWV); and a Mine-Resistant Ambush-Protected Vehicle (MRAP). Most of the macro artifacts will appear in dioramas—environmental settings with mannequin figures. There also is a diorama of a c. 1840s mounted rifleman on horseback.
The aggregate exhibit space is 14,000 square feet, including 1/3 of the rotunda space.
There are eight principal sections.
· Section 1 is an Introduction with 7 sub-sections on the principles of mounted warfare and the four rotunda dioramas.
· Section 2 is “U.S. Mounted Warfare to 1941” with 40 sub-sections.
· Section 3 is “World War II” with 29 sub-sections.
· Section 4 is “The Cold War” with 31 sub-sections.
· Section 5 is “The Gulf War” with 5 sub-sections.
· Section 6 is “The Post Cold War Army” with 4 sub-sections.
· Section 7 is “The Global War on Terror” with 16 sub-sections.
· Section 8 is “The Future” with 2 sub-sections.
A 305 page Exhibit Plan (ANNEX A) in Microsoft Word reproduces almost all of the proposed text, illustrates the artifacts (with their dimensions) and graphics, lists the interactive, and audio visual (AV) and components, and includes “Design Notes” for the benefit of the eventual designer. (Note: AV components will be generated and produced by AME).
The following table also lists the component parts of the exhibit by section number, section title, number of text panels, number of graphics, number of artifacts, number of low tech hands-on activities, and (existing) videos.
