About this file
This is a Justification Review Document for an exception to fair opportunity under FAR Part 16, prepared by the Department of the Army in June 2023.
The procurement is for a new estimated-value Competitive Firm-Fixed-Price Delivery Order for 1Exiger Subscription brand name software under the Computer Hardware, Enterprise Software and Solutions (CHESS/Digital Market) contract. The performance period runs from March 9, 2026 through March 8, 2027, with Fiscal Year 2026 funding under Research, Development, Test, and Evaluation (RDT&E). The requesting activity is the Assistant Secretary of the Army (Acquisition, Logistics and Technology), and the contracting activity is Army Contracting Command-Aberdeen Proving Grounds, Digital Capabilities Center of Excellence (DC3oE). The total estimated value is redacted; however, the procurement is structured as a one-year base period Firm-Fixed-Price delivery order under a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Commercial Off-the-Shelf (COTS) items.
1Exiger provides supply chain risk management and third-party risk management solutions, offering capabilities including data ingestion, vendor visibility, supply chain event alerts, critical raw materials identification, data transformation and visualization, alerting and workflow automation, and integration with WS360 Platform and Vantage. Core functions include real-time alerts and risk monitoring, integrated multi-domain risk intelligence, actionable insights for decision-making, and lifecycle alignment with Army modernization objectives. The estimated quantities include 800 units of Due Diligence for risk & compliance, 1 unit each of Supply Chain Explorer and Supply Chain Illumination, 600 units of SW-SCRM, and 1,920 units of SCRM Manager. The justification cites FAR 16.505(b)(2)(i)(B) as authority, asserting that only 1Exiger is capable of providing the required services at the necessary quality level because the supplies and services are unique or highly specialized. Market research conducted from June 30, 2025 through February 17, 2026 concluded that no alternative providers could deliver equivalent capabilities at comparable cost models or with equally mature software component and Bill of Materials (SBOM) analysis capabilities.
