About this file

This document is a Statement of Work (SOW) for concrete sealing and repair work at a stilling basin site, with multiple contract line items (CLINs) detailing specific restoration tasks. The work includes removing and reinstalling handrails, preparing concrete surfaces using steam pressure washing, and applying specialized sealing products like Smith's Green Clean Pro and Dayton Superior Bridge Seal 75% across various areas including wing wall platforms, steps, and sidewalks.

The contractor is required to perform surface preparation, cleaning, and sealing on approximately 88' long x 6' wide platform surfaces, wing wall steps (~5' wide x 3' deep x 60' total length), and a sidewalk (~100' long x 5' wide). Key requirements include using a 3,000 PSI hot water pressure washer, removing existing expansion joint sealers, and repairing a bottom step on the south side of the wing wall. The contract includes a one-year warranty for parts and labor, and mandates that the contractor restore the work area to its original condition after completion, with all materials properly disposed of.

Stilling Basin Wing Walls Platform Sealing (Map 2):

1. The Contractor shall remove all sections of the handrails along the stilling basin wing walls (see Exhibit 5) to facilitate preparing the platforms for sealing. The contractor shall ensure that proper fall protection is in place to meet the safety standards in EM385-1-1. The contractor shall ensure that all areas are cordoned off from the public while the handrails are removed as the remainder of the retreat channel will be open to the public for the duration of the contract work period. The studs for the handrails shall be protected against damage during the preparatory work and application of the healer/sealer product to ensure that the handrails can be reinstalled. Any damage to the studs, handrails, or platform surface shall be repaired by the contractor at no additional cost to the GOV. The platform surface (~88’ long x 6’ wide as well as 18” vertical on the inside of the stilling basin and 1’ on the outside vertical edge) shall be prepared with a product that meets or exceeds the specifications in the technical data sheet, such as Smith’s Green Clean Pro. The contractor shall steam pressure wash all surfaces to be treated to ensure they are free of any foreign contaminants. The hot water pressure washer shall be at least 3,000PSI and have a temperature rating up to 210°F. for application of the bridge healer/sealer product. Once the surfaces have been cleaned, the surface shall be blown dry and cracks shall be blown dry with compressed air. The concrete surfaces will then be coated with a healer/sealer product per manufacturers recommendations. This product shall meet or exceed the specification in the technical data sheet, such as Dayton Superior Bridge Seal 75% (penetrating epoxy healer/sealer). Once the sealer has cured, all handrails shall be re-installed to ensure safe access on the wing wall platforms.

a. CLIN 0002 (Option 1): Stilling Basin Wing Wall Cap and Steps Sealing

The work will consist of the following methods as specified herein for CLIN 0002 (Option 1):

1. The contractor shall first repair the bottom step on the south side of the wing wall towards the stilling basin parking lot (Exhibit 6). The step shall be prepared per manufacturers specifications to ensure proper adhesion and setting of the concrete repair. The surface must be clean, dry, free of grease and oil, or any other foreign material to ensure proper adhesion. The product to be applied for the concrete repair shall meet or exceed the specifications in the technical data sheet, such as Dayton Superior HD50 (horizontal mortar repair). The Contractor shall remove all sections of the handrails along the stilling basin wing walls (see Exhibit 8 & 9) to facilitate preparing the wing wall caps (18” wide x ~8” tall towards steps) for sealing. The contractor shall ensure that proper fall protection is in place to meet the safety standards in EM385-1-1. The contractor shall ensure that all areas are cordoned off from the public while the handrails are removed as the remainder of the retreat channel will be open to the public for the duration of the contract work period. The studs for the handrails shall be protected against damage during the prep work and application of the healer/sealer product to ensure that the handrails can be reinstalled. Any damage to the studs, handrails, or platform surface shall be repaired by the contractor at no additional cost to the GOV. The steps leading up to the top of the mouth of the conduit (~5’ wide x 3’ deep and ~60’ in total length down each side, including the outside curbing that is 7” wide x 9” tall) shall be prepared per manufacturers specifications for application of the bridge healer/sealer product. This will also include the sidewalk across the top of conduit (24” wide x 20’ long – See Exhibit 7). The contractor shall remove all existing expansion joint sealer in preparation of resealing those expansion joints after the steps have been resealed. The concrete shall be prepared with a product that meets or exceeds the specifications in the technical data sheet, such as Smith’s Green Clean Pro. The healer/sealer product shall meet or exceed the specifications in the technical data sheet, such as Dayton Superior Bridge Seal 75% (penetrating epoxy healer/sealer). Once the sealer has cured, all handrails shall be re-installed to ensure safe access on the wing wall platforms.

Once the sealer has cured on the steps, all expansion joints shall be sealed with a product that shall meet or exceed the specifications in the technical data sheet, such as Sikaflex 2cSL (two component, self-leveling, polyurethane elastomeric sealant).

b. CLIN 0003 (Option 2): Stilling Basin Sidewalk to Parking Lot

The work will consist of the following methods as specified herein for CLIN 0003 (Option 2):

1. The Contractor shall remove all sections of the handrails on the stilling basin parking lot sidewalk (see Exhibit 10) to facilitate preparing the sidewalk for sealing. The sidewalk surface (~100’ long x 5’ wide) shall be prepared with a product that meets or exceeds the specifications in the technical data sheet, such as Smith’s Green Clean Pro.

Once the sealer has cured, all handrails shall be re-installed to ensure safe access to the stilling basin wing wall platforms.
