About this file
This is a Domestic Products Procurement Act (Buy American) Preference certification form (Form MO 300-1102N) for the State of Missouri's MoDOT Central District solicitation for Sweepster Front Mount Brooms. The form requires bidders to certify the point of manufacture for finished products to determine eligibility for the Buy American preference. Bidders must complete one of six certification tables: Table 1 if all products are U.S.-manufactured, Table 2 if all products are foreign-manufactured and ineligible for preference, or Tables 3-6 for item-by-item certifications distinguishing between U.S.-manufactured products, foreign products without preference eligibility, foreign products covered by applicable U.S. trade treaties or agreements, and foreign products where only one U.S. manufacturer exists. The anticipated initial purchase quantity is two units, with the contract period extending from Notice of Award through March 31, 2027, with renewal options available.
Bidders must provide detailed information for each classification, including manufacturing location (U.S. city/state or foreign country), applicable trade treaties or agreements with corresponding website URLs for foreign-made products claiming preference eligibility, and sole U.S. manufacturer names where applicable. The bidder certifies under penalty of law (Missouri's class A misdemeanor provision per sections 34.350-34.359, RSMo) that all information provided is accurate and compliant with state domestic products procurement requirements. Supporting documentation proving compliance may be required. The certification requires an authorized signature, with electronic, scanned, or typed signatures acceptable for bids submitted electronically.

• if only one line of products is manufactured or produced in the U.S.
Non-Domestic Product:
If the product is not manufactured or produced in the U.S. and does not otherwise qualify as domestic, then it will be considered non-domestic and not eligible for the preference.
