About this file

This document is an Exhibit II Pricing Evaluation Page related to a federal contract opportunity for backflow preventer maintenance services at the Fermi National Accelerator Laboratory (Fermilab).

The pricing evaluation page outlines the labor requirements and estimated man-hours for the Time and Materials (T&M) contract, including rates for Journeyman Plumbers under both the Service Contract Act and the Davis-Bacon Act. It specifies that pricing for the Davis-Bacon Act subcontract will be firm and fixed for the initial two-year term, while the Service Contract Act subcontract pricing will be subject to annual adjustments based on prevailing wage and fringe benefit changes. The total evaluated cost is provided at the end of the document. The related federal contract opportunity is for a two-year base period with three one-year option periods to provide backflow preventer maintenance services at Fermilab, with work to be performed during normal business hours from Monday through Friday, excluding holidays.

A. Bid Evaluation Factor(s):

The following schedules of estimated number of man-hours of labor requirements will be used solely for the purpose of evaluation. The estimated number of man-hours for the labor requirement time is not to be construed by the Proposer as a FRA guarantee of this total.

Proposer shall fill in the blanks. For establishing T&M Billing Rates, it is assumed that there will be a need for a Working Foreman to supervise the tradesmen employed under the Davis-Bacon and Service

Contract Act Subcontracts. A Supervisory Foreman will only be requested when the total number of tradesmen employed under the two Subcontracts so warrant. T&M Workload and FRA's directives shall determine the level of supervision for the journeymen on the project.

Price adjustments for the Service Contract Act subcontract shall be administered in accordance with the attached FRA Services Subcontract Terms and Conditions. Please pay close attention to Articles

140*40, “Service Contract Act of 1965, As Amended” and 15, “Fair Labor Standards Act and Service

Contract Act – Price Adjustment.”

The Service Contract is subject to area prevailing wage determinations and collective bargaining agreements. As collective bargaining agreements take precedent over prevailing wage determinations, annual subcontract unit price rates will be adjusted to reflect changes in applicable wages and fringe benefits but shall not otherwise include any additional amount for general and administrative costs, overhead, or profit. The annual adjustment shall be applied to the hourly wage rate as agreed upon for the Service Contract Act subcontract.

***Note, it is not anticipated that equipment will be used for extended time periods under the Subcontract. The number of weeks indicated is considered as estimated usage only, and rate evaluations will be based on the extended weekly pricing. Respondents are reminded that unbalanced pricing is a basis for bid disqualification. Pricing above will be firm and fixed for the two-year base subcontract period, as well as the 1 year option period.

B. T&M Materials

The Subcontractor may be required to supply miscellaneous materials as directed by FRA. No handling charges are allowed on the materials and/or equipment. Estimated material cost for the initial two (2) year period is not expected to exceed $50,000.

No material mark-up will be allowed on T&M Releases. The Subcontractor may be required to supply miscellaneous materials or supplies (to include the cost of bonds) as directed by FRA and will be reimbursed the paid supplier cost.

C. Special Note:

C.1 The Subcontractor and any Sub-subcontractor will be required to supply such pieces of equipment normally considered tools of the trade. The use of these pieces of equipment, being the

Subcontractor's property, is not billable to FRA.

C.2 Subcontractor furnished equipment shall be available for use for work efforts under either or both subcontracts at no additional billing charge to FRA.
