About this file

The document is a Security Unit Price List (Level II) for a federal lease solicitation for the Chula Vista Vet Center. This form is designed to capture unit prices for various security countermeasures and requirements across different building areas, including facility entrances, lobbies, interior spaces, exterior sites, security systems, structure, operations, and cybersecurity. Many line items are marked as "Priced in Shell" or "Government Provided", indicating that the costs are either included in the base building shell or will be handled directly by the government.

The document provides a detailed breakdown of security standards, with sections covering employee access control, screening requirements, visitor access, identity verification, signage, landscaping, security system testing, video surveillance, intrusion detection, duress alarms, window locks, and cybersecurity requirements. The Building Specific Amortized Capital (BSAC) amount represents an estimate of potential security countermeasures, with actual costs to be determined after final design. The form is part of a 20-year lease solicitation (5 years firm, 15 years soft) for the Department of Veterans Affairs Veterans Health Administration, seeking approximately 3,983 ABOA square feet in Chula Vista.

The Building Specific Amortized Capital (BSAC) amount under the Lease represents an estimate of the possible countermeasures outlined under the Security Requirements section of the lease. The actual BSAC amount shall be determined after the final design. Using this form, the Lessor shall quote unit prices on all security countermeasures identified in the Lease, as reflected in the final Design Intent Drawings (DIDs) and Construction Documents (CDs). These unit costs shall be subject to further negotiation, prior to issuance of a 'Notice To Proceed' for the security improvements. Refer to 'Security Standards' attachment to the Lease for additional details. Input 'Unit Price' and 'Quantity' figures for BSAC items (light blue) and the total will automatically be calculated for that row. Items designated as 'SHELL' or 'T.I.' are included on this form to align with the full requirements of the 'Security Standards' attachment, but should not be priced on this document. SHELL and T.I. costs should be included on a 'TICS' form if one has been provided by the Government.
