Summary of Exhibit G Scope of Work for Environmental Lead Investigation Sample Analysis

This is a Scope of Work document for the Department of State Health Services (DSHS) in Austin, Texas, detailing lead sample analysis services required for fiscal year 2027. The awarded contractor will perform laboratory testing on environmental samples collected from sites where children with elevated blood lead levels reside to identify lead exposure sources. Sample types include paint chips, soil, dust samples, food, spices, and cosmetics. The DSHS Blood Lead Investigators will submit materials to the contractor with sample type designations provided by the Risk Assessor. The contractor must deliver test results to the DSHS Blood Lead Surveillance Branch within 24 to 48 hours of finalization, as rapid turnaround is critical for lead poisoning cases requiring preventative measures.

The contractor must maintain capability to perform seven categories of lead testing methods utilizing EPA-approved protocols. Required testing methodologies include Flame Atomic Absorption (SW-846 7000B) for paint chips, wipes, and soil samples; Graphite Furnace Atomic Absorption for drinking water, air, and wastewater samples using EPA 200.9, NIOSH 7105, and SW-846 Test Methods 7010/7421 respectively; Toxicity Characteristic Leaching Procedure (TCLP), Total Threshold Limit Concentration (TTLC), and Soluble Threshold Limit Concentration (STLC) analysis via Flame AA; TSP Lead measurement in suspended particulate matter using ICP-MS per 40 CFR Part 50; and Inductively Coupled Plasma Mass Spectrometry (ICP/ICP-MS) using EPA methods 200.5, 200.8, and 6020A for trace element detection in drinking water and waste samples. No specific pricing terms, set-asides, incumbent information, or funding amounts are detailed in this scope of work document.

FY'27

Analyze lead samples provided by the Environmental Lead Investigators to determine the source of lead exposure from samples collected at sites where children with elevated blood lead levels reside. Types of Materials for sampling include but are not limited to: paint chips, soil, dust samples, food/spices, and cosmetics

DSHS Blood Lead Investigators will send the materials to the awarded contractor to test for the presence of lead. The DSHS Risk Assessor will indicate on the submission form the type of sample that has been collected, and the laboratory will determine which testing method is appropriate.

The awarded contractor shall ensure the following required tests are available for performing the Lead Testing Service:

Perform tests needed for the Lead Laboratory Service to include:

1. Flame Atomic Absorption (FLAME AA) SW-846 test method 7000B Flame Atomic Absorption Spectrophotometry is to determine metals in solutions, applicable to ground water, aqueous samples, extracts, industrial wastes, soils, sludges, etc. Ref: EPA Publication SW-846 https://www.epa.gov/hw-sw846

• Paint Chips (SW-846-7000B)

• Wipes (SW-846-7000B)

• Soil (SW-846-7000B)

2. Graphite Furnace Atomic Absorption: Graphite furnace atomic absorption spectroscopy is a type spectroscopy that uses a graphite-coated furnace to vaporize the sample. It’s a technique in which a small sample is placed inside a graphite tube that is then resistively heated to accomplish sample desolvation (for liquid samples), ashing, or charring (to decompose the sample and volatilize some of the matrix).

• Drinking Water (EPA 200.9) is a test method that analyzes Trace Elements by stabilized Temperature Graphite Furnace Atomic Absorption (GFAA). This analyzes elements in ground water, surface water, drinking water, storm runoff, industrial and domestic wastewater, as well as in sediments, soils, and sludge.

• Air (National Institute for Occupational Safety and Health manual found on the CDC website https://www.epa.gov/hw-sw846

NIOSH 7105)

• Wastewater (SW-846-Test Method 7010/7421) is a test method that applies to metals in environmental samples including ground water, domestic and industrial wastes, extracts, soils, sludges, sediments, and similar waste.

3. Test method SW-846 provide information on the Toxicity

Characteristic Leaching Procedure (TCLP) Flame AA which is to determine the mobility of both organic and inorganic analytes present in liquid, solid and multiphasic wastes.

4. The method will provide information on Total Threshold Limit Concentration (TTLC) Flame AA

5. The method will provide Soluble Threshold Limit Concentration (STLC) Flame AA

6. The method will provide TSP Lead (Trisodium Phosphate)

• Lead in Suspended Particulate Matter (40 CFR Part 50:by ICP-

MS) The United States Environmental Protection Agency (EPA) has recommended the use of trisodium phosphate (TSP) detergent to clean lead-contaminated dust from surfaces, both after residential lead hazard control work to achieve post-abatement clearance standards and in general.

7. Inductively Coupled Plasma Mass Spectrometry ICP/ICP-MS is an analytical technique that is used to measure elements at trace levels in biological fluids.

• Lead in Drinking Water. EPA 200.5 method determines the trace of elements in drinking water by Axially viewed inductively coupled plasma-Atomic Emission Spectrometry)

• Lead by ICP-MS via 200.8/6020A method determines the trace element in waters and waste by inductively coupled plasma -Mass Spectrometry

Provide sample analyses to the DSHS Blood Lead Surveillance Branch:

Attention: Environmental Lead Investigations.

Awarded contractor must send test results by email or mail to the Blood Lead Surveillance Branch within 24 to 48 hours of finalized results. The turn-around time is critical for patients with lead poisoning, to determine the cause of the lead exposures for preventative measures.
