About this file

This is a Content Management Interface (CMI) Workflow Reference document for the California Department of Fish and Wildlife's Recreational Fishing Regulations (RFR) system. The document provides a comprehensive overview of the existing CMI application workflows and serves as a reference for discussion regarding the future development of a publicly accessible mobile application for recreational fishing regulations. The RFR CMI currently supports user authentication, regulation management, rules creation and editing, lookup table access, application viewing, and reporting capabilities. The system allows authorized users to create, edit, view, and delete regulation and rule records; manage hierarchical code structures; access reference data for features, species, species groups, and take methods; simulate public-facing rule lookups by location and date; and generate downloadable reports in CSV and PDF formats. The document details workflows across six primary modules: Authentication, Regulations, Rules, Lookup Tables, App Viewer, and Reports, with step-by-step instructions and screenshots illustrating current user interactions within each module.

The CMI Workflow Reference document functions as a baseline documentation tool to ground discussions between CDFW and potential vendors regarding enhancements and future improvements to the regulatory information system. The existing system provides location-based rule lookup simulation, hierarchical regulation management, and dynamic form functionality where available fields and options are determined based on rule type selection. Key features include the ability to view and restore deleted records, maintain parent-child regulation relationships, and ensure consistency between the App Viewer simulation tool and generated reports. As CDFW pursues the development of an innovative, map-based mobile application for public access to location-specific fishing regulations with offline functionality support, this reference document establishes the current operational foundation and user experience baseline against which vendors will propose enhanced capabilities and implementation approaches.

RFR Application — CMI Workflow Reference RFR Content Management Interface (CMI) Workflow Reference This document illustrates the current workflows within the existing Recreational Fishing Regulations (RFR) Content Management Interface. It captures how an authorized user signs in and navigates the Regulations and Rules modules to create, edit, view, and delete records, and how deleted records can be reviewed and restored. These screenshots reflect the application as it exists today and are intended to ground discussion of the future Content Management Interface and promotion workflow against the current user experience.

Modules covered in this version:

1. Authentication — Sign In

1. Regulations — Table, Add, Edit, View, Add Child, Deleted Regulations

1. Rules — Table, Create, Edit, View, Deleted Rules

1. Lookup Tables — Features, Species, Species Groups, Take Methods (view-only)

1. App Viewer — location and date-based Rule lookup simulation

1. Reports — Regulation Reports, Rules Reports This revision completes coverage of the main navigation menu of the RFR CMI as it exists today.Module: Authentication Step 1: Sign In Navigating to the RFR CMI presents the user with a Sign In screen. Selecting the Sign In button authenticates the user through the platform's identity provider. Upon successful authentication, the user is redirected to the Regulations table, which serves as the application's Regulations Table page.

Sign In — landing screen prior to authentication Module: Regulations Step 1: Regulations Table After signing in, the user is redirected to the Regulations table. The table lists all Regulation records, including parent and child code hierarchies, and provides controls to search, filter, view Deleted Regulations, and add a new Regulation. Each row supports Add Child, View, Edit, and Delete actions.

Regulations Table — landing page and entry point for Add, Edit, View, Add Child, and Delete actions Step 2: Add Regulation Selecting Add New opens the Add Regulations form. The user completes Source, Title, Code, Tag, Type, and Verbatim, then selects Submit. Unlike the Rules module, the Regulations module does not include a separate Summary review step; the record is saved directly on submission.

Add Regulation — saved directly on Submit, no intermediate Summary screen Step 3: Edit Regulation Selecting Edit on an existing Regulation row opens the Edit Regulations form, pre-populated with the record's current values. The user can modify any editable field and select Submit to save the changes directly.

Edit Regulation — pre-populated form, saved directly on Submit Step 4: View Regulation Selecting View on a Regulation row opens a read-only version of the form. All fields are disabled and only a Cancel control is available, since no edits can be made from this screen.

View Regulation — read-only display Step 5: Add Child Regulation Selecting the Add Child action on an existing Regulation row opens the Add Child Regulations form. Source, Title, Tag, and Type are pre-populated from the parent record, and the Code field follows the parent's hierarchy. The user provides the child Verbatim text and selects Submit to create the new child Regulation beneath the selected parent.

Add Child Regulation — creates a new Regulation beneath the selected parent Code Step 6: Deleted Regulations Table Selecting Show Deleted Regulations from the Regulations table navigates the user to the Deleted Regulations table. This table lists all previously deleted Regulation records along with their Source, Code, Title, Parent Code, Verbatim, Tags, and Type.

Deleted Regulations Table Each row provides a View action to inspect the deleted record in the same read-only form shown in Step 4, and an Activate action that restores the record directly to the active Regulations table.

Module: Rules Step 1: Rules Table The user navigates to the Rules tab from the main navigation. The Rules table lists all existing Rule records and provides controls to search, refresh features, view Deleted Rules, and add a new Rule. Each row supports View, Edit, Copy, and Delete actions.

Rules Table — entry point for Create, Edit, View, and Delete actions Step 2: Create New Rule Selecting Add New opens the Create Rule form. The user selects the Regulation Parenthetical and completes the Feature Name, Rule Type, and All Year/Date Range fields. Selecting a Rule Type then drives the form's remaining fields: their availability, whether they are selectable, whether they are required, and the options available in each dropdown are all determined dynamically based on the Rule Type selected. These dynamically driven fields include Species, Species Group, Restriction Type, Limit Type, Measurement Type, Comparative Type, Measurement Unit, Limit, Take Methods, Fishing Methods, and Yellow Flag.

Create New Rule — Step 1 of 2 (Create Rule) Step 2a: Summary Confirmation After completing the Create Rule fields, the user advances to the Summary step. This screen presents the entered values as read-only text for final review before the record is submitted and saved.

Summary — Step 2 of 2, shown after both Create and Edit actions Step 3: Edit Rule Selecting Edit on an existing Rule row opens the same two-step form, pre-populated with the record's current values. The user can modify any of the editable fields shown below.

Edit Rule — Step 1 of 2 (Create Rule) Step 3a: Summary Confirmation Saving an edit advances the user to the same Summary screen described in Step 2a, displaying the updated values for final confirmation before the change is saved.

Step 4: View Rule Selecting View on a Rule row opens a read-only version of the form. All fields are disabled and the workflow does not advance past the Create Rule step, since no edits are being made.

View Rule — read-only display, no Summary step Step 5: Deleted Rules Table Selecting Show Deleted Rules from the Rules table navigates the user to the Deleted Rules table. This table lists all Rule records that have been deleted, along with their Feature, Regulation, and Rule attributes.

Deleted Rules Table From this table, the user can select a deleted record to View its details and can restore (undelete) the record to return it to the active Rules table.

Module: Lookup Tables The Features, Species, Species Groups, and Take Methods screens provide read-only access to reference data used throughout the Regulations and Rules modules. Records in these tables are sourced and maintained outside the CMI (Features are managed on an ArcGIS Online service; Species, Species Groups, and Take Methods are populated through other administrative processes). Users can browse and, where available, view full record details, but cannot create, edit, or delete records from any of these screens.

Step 1: Features The Features screen lets the user explore the RFR features that are managed on the ArcGIS Online service in an interactive map. The left-hand panel lists features, filterable by Layer and by Category, and each entry includes a location indicator that highlights the feature on the map. There are no Add, Edit, or Delete controls on this screen.

Features — read-only map-based explorer backed by ArcGIS Online Step 2: Species Table The Species table lists all Species records with their Common Name, Sorted Name, and associated Species Groups Names. The table supports search filters, and each row provides a View action.

Species Table — view-only, no Add, Edit, or Delete controls Step 2a: View Species Record Selecting View on a Species row opens a read-only panel showing the Common Name, Sorted Name, and Species Group Name for that record.

View Species Record — read-only display Step 3: Species Groups Table The Species Groups table lists all Species Group records with their Name, Members, Definition In Regulations, Tier, Is Application Group flag, and Management Zone. The table supports search, and each row provides a View action.

Species Groups Table — view-only, no Add, Edit, or Delete controls Step 3a: View Species Group Record Selecting View on a Species Group row opens a read-only panel showing the Name, Members, and Definition In Regulations for that record.

View Species Group Record — read-only display Step 4: Take Methods Table The Take Methods table lists all Take Method records with their Take Method Name and Definition In Regulation. Unlike the other lookup tables, Take Methods does not provide an individual View action; the table itself is the full extent of the screen.

Take Methods Table — view-only, no individual record view Module: App Viewer Step 1: App Viewer The App Viewer lets staff verify and simulate the application's public-facing output. Selecting a location on the interactive map, or searching for one directly, returns the list of Rules currently in effect at that location for the Active Date specified above the results table. This mirrors how the rule lookup behaves for end users of the published application, allowing staff to confirm that Regulations and Rules are producing the expected output before or after publication.

App Viewer — simulates the public application's Rule lookup for a selected location and Active Date The results table lists every Feature, Application Group, Regulation Code, Regulation Verbatim, Rule Type, Fishing Method, Restriction, Take Method, Rule Species, Limit Type, Limit, and Measurement Unit that applies at the selected location. A Feature View toggle is available alongside the Active Date control, and the same underlying query and sort order are reused by the Rules Reports described in the next module, so results in the App Viewer and in those reports remain consistent with one another.

Module: Reports Step 1: Regulation Reports The Regulations Reports screen lets users download a templated report of regulatory codes alongside their complete verbatim legal text, sorted sequentially by Regulation Code identifier. The user selects one or more Regulation Types (Marine, Inland, General, California Fish and Game Code, CCR Title 14, CFR Title 15, CFR Title 50), optionally filters by Tag, chooses CSV or PDF output, and selects Preview or Download.

Regulation Reports — downloadable report of regulatory codes and verbatim text, sorted by Regulation Code Within the generated report, regulatory text is programmatically grouped by regulatory chapter and regulation section, with each grouping introduced by a clear, accessible section header, so the downloaded document mirrors the hierarchical structure of the underlying Regulations.

Step 2: Rules Reports The Rules Reports screen provides two report types: a Summary Report and an All Rules report. The user selects a Rule Type (Marine or Inland), the desired Report Type, and optionally a Species Type and Application Group, then chooses Preview, Download CSV, or Download PDF. Rockfish, Cabezon, Greenling, and Lingcod are excluded from the Summary Report due to the complexity of their regulations and instead appear only in the All Rules report.

Rules Reports — Summary and All Rules reports, filterable by Rule Type, Species Type, and Application Group Both Rules Reports use the same underlying query as the App Viewer to determine and sort which Rules are included, so the reports generated here stay consistent with the results a user would see when looking up the same Rules through the App Viewer.
