About this file
This Scope of Work document outlines the Federal Award Compliance Assessments (FACAs) contract requirements for the Texas Health and Human Services Commission (HHSC). The contractor, a certified public accounting firm, will conduct comprehensive compliance assessments for approximately 400 to 1,000 RTS Awardees to evaluate their internal controls and ability to comply with 2 CFR Part 200 and applicable performance data reporting standards. The assessments will identify compliance risks, provide actionable recommendations to strengthen grant management practices, and supply HHSC with documented risk information for future monitoring strategies. Key deliverables include an assessment framework and risk scoring methodology due within 30 calendar days of the contract effective date, web-based training modules available within five business days of HHSC approval, individual desk reviews completed within 30 calendar days of documentation submission with all reviews finished by September 30, 2028, quarterly status reports due on January 15th, April 15th, July 15th, and October 15th, and a final summary report due 60 calendar days after completion of the final assessment and at least 30 calendar days before contract end. The contractor must be ready to begin desk reviews within 60 calendar days of contract award.
The contractor must employ at least one CPA with three years of experience evaluating federal grant funding compliance and conducting financial compliance reviews of healthcare providers, along with demonstrated expertise in assessment standards, 2 CFR 200 curriculum development, and risk assessment methodologies. The contract includes performance monitoring with Key Performance Measures and liquidated damages: a $100 per late deliverable assessment after the second late deliverable within a calendar quarter and $100 per instance where response time to HHSC requests exceeds three business days without approved extension. Invoicing is submitted monthly by the 15th of each month only after deliverables are received and accepted in writing by HHSC, with invoices sent to CFOPCruraltxstrong@hhs.texas.gov. All contractor personnel must complete HHS Information Security/Cybersecurity training within 21 calendar days of the contract effective date and comply with federal and state confidentiality, privacy, and data protection requirements, with all confidential information kept within the United States.

The resumes for the proposed project staff must be provided to HHSC either:
1. Within 10 Business Days prior to the proposed start date of the additional staff member
