About this file

This document is the Exhibit E Design Criteria for a new Marine Patrol Facility being developed by Chatham County, Georgia. The facility is approximately 5,800 square feet and will include office space, a storage closet, a single-use restroom with lockers and a shower, a parts storage room/workshop, and multi-bay maintenance areas. The building is not considered a critical facility but should be designed to withstand a Category 3 hurricane. The design requirements cover programming, materials, equipment, site needs, and potential bid alternates such as the number of maintenance bays, an onsite boat wash system, mezzanine storage, site pavement, and security systems.

The Design Criteria document will be used as the basis of design for an upcoming RFP for Architecture and Engineering Design Services for the new Marine Patrol Facility, which is located on Hutchinson Island in Savannah, Georgia. The RFP seeks qualified firms to provide these design services, but does not specify pricing terms, set-asides, incumbent contractors, funding sources, or award amounts.

EXHIBIT E

DESIGN CRITERIA

The County has worked on completing the following design criteria document, outlining programming, materials, equipment, site needs, add alternates, etc. This documentation provided by the Owner shall be used as a basis of design only, and all programming and design elements shall be verified with the County’s assigned Project Manager and end-user. The information shown shall not be used without verification and is subject to change.

GENERAL:

1. LEED Certification is not being sought after; however, energy efficient materials and equipment are desired to the extent the budget will allow.

2. The building is not considered a critical facility; however, it is desired to have the finished floor (office space at a minimum) at a level to withstand Category 3 Hurricane flooding and storm surge. Exhibits C and D have been included to graphically show the existing property elevations.

3. Chatham County network connection to the site is currently under review with the Chatham County ICS Department. Further discussion on fiber and other IT needs are forthcoming.

4. Furniture: Location of furniture to be indicated on plans, location to be coordinated with other disciplines.

BUILDING:

1. Total building size (as shown in exhibits) approx. 5,800 sq.ft.

2. Office Space - approx. 600 sq.ft. (minimum):

(6) existing staff

(2) private offices needed for Lieutenant and Sergeant with ability to meet with staff (2-3) shared workspaces for (4) officers.

Lieutenant and Sergeant positions based at the building while officers are generally out at their respective patrol areas with visits to the office for administrative work.

Growth area for potential of (2) additional staff Provisions are not needed for visitors and the layout should take advantage of efficiencies in space related to the number of limited staff that may occupy the space at any one given time.

Include a “Break Counter” – microwave, sink and small ice machine under counter Include a window from the office space to the maintenance bays

3. Storage Closet - approx. 45 sq.ft.

Used for general storage Accessible via office space

4. Restroom – single-use with shower and lockers

Lockers to accommodate standard size hangers Shower stall shall include a prefabricated, molded enclosure ready for rod and curtain Epoxy floor

5. Parts Storage Room/Workshop - approx. 420 sq.ft.

Concrete floor Shelving for storage room should be heavy duty (no particleboard)

6. Maintenance Bays - approx. 4,360 sq.ft.

Additional discussion needed on number of bays to meet budget. (3) shown, (2) bare minimum, (4) desired.

Roll up or double door between parts storage room and maintenance bays (confirm with end-user)

Overhead retractable reels for lights, electric receptacles, and compressed air Circulation clearance for forklift to maneuver around engines, and taking them on and off the vessels Mezzanine level use for additional storage/parts inventory - potential with stair access

(although discussed ladder only as well). Mezzanine design to allow access also by forklift.

Floor drain desired for easy cleanup Heater units desired for colder months/ large fans/vents for air circulation in warmer months Include hand wash station inside the bay area Flooring in Maintenance Bays should be durable, consider wear and tear of a forklift, and easily cleanable due to the nature of parts that drip oil. Floor should also be able to withstand a floor cleaning machine

Furniture Fixture and Equipment in Maintenance Bays to include:

Hoist or lift inside maintenance bay(s) to allow access to boat bottoms Forklift for maneuvering parts around shop floor Rack for extra boat motors @ 6

7. Mechanical, Electrical, Plumbing, Fire Protection, Structural, Security, Communications /IT (general):

HVAC should be tied to the County’s Building Management System Ventilation in Maintenance Bays to consider potential of painting boat bottoms while indoors Card reader access from maintenance bay area into office space Security cameras desired inside maintenance bays Generator desired (fuel via portable tanks only), minimum of a transfer switch for a portable generator Desire for a building security system

8. Exterior

Metal building/ masonry structure (to be determined based on cost/budget).

Rollup doors for bay access, 22’h x 16’w (confirm size with user department) Windows to view the “yard”.

Stand up air compressor to be in covered area Include a Knox Box (with final type and location to be determined by Fire Marshal)

SITE:

1. Building Siting - Building should be sited on higher elevations of the property to avoid unnecessary cost in meeting the desired floor elevation (see notes above on finished floor)

2. Parking Needs:

a. Staff vehicle parking (6 – 8) Dive truck – F150

(5) officers – F250’s
