About this file

Exhibit E is a detailed technical document providing transponder numbering and labeling guidelines for the Next Generation Transponder (NGT)-II project. The document specifies a serialized 48-bit identifier system for transponders using cellular, satellite, or hybrid communication technologies, designed to provide a globally unique identifier for each device. The numbering system includes three key components: an 8-bit Allocation Class (set to "0001 0010" for NGT II), an 8-bit Manufacturer ID, and a 32-bit serial number managed by the original equipment manufacturer.

The document provides comprehensive specifications for transponder labeling, including detailed requirements for barcode labels using Code 128 format. Label specifications mandate a 1.250" x 0.425" size on glossy white polyester material with black weatherproof ink, using Arial font and 1 mil clear polyester lamination. For HERO (Hazards of Electromagnetic Radiation to Ordnance) compliant transponders, a yellow label with specific safety distance information is required. The guidelines ensure interoperability, uniqueness, and compatibility with existing RFID systems while supporting the Department of Defense's logistics tracking requirements.

EXHIBIT E

Transponder Numbering and Labelling Guidelines

12 June 2025

Overview:

A serialized numbering system for Next Generation Transponders II (NGT II) is described below. NGT II is defined as transponders using cellular, satellite, or hybrid (cellular and satellite) technology to send messages that are used to identify and track transponder movements. The numbering system provided in this document will provide a globally unique identifier per transponder and is intended to allow for the identification of the transponder manufacturer and transponder type. Additionally, the NGT II transponder IDs must not collide with current or future active RFID transponders. The business initiative is to provide a uniquely formatted transponder IDs that support interoperability and supportability data sharing requirements.

Introduction:

The below defines the required numbering system for permanent globally unique identifiers used for NGT II devices. This is described as a Tag Identifier (TID). For NGT II devices the TID includes three fields:

1. Allocation Class (AC) – Always 8 bits

2. NGT issuer registration number (manufacturer’s ID)

3. Serial number (managed by original equipment manufacturer)

The details of the TID three-part structure is as shown in Table 1 below:

Allocation Class TID Issuer Registration No. Serial Number Size is fixed Size defined by AC value Size defined by AC and TID issuer value

000X XXXX space allocated for Class 0001 0010 is used for NGT II transponders

This is the manufacturer ID

Always = 8 bits For NGT II = 8 bits for NGT II = 32 bits

NGT II Numbering System to Uniquely Identify Transponders:

LIS will use the same structure for NGT II devices as was used for aRFID tags. The 8-bit AC code will be assigned by PL LIS as “0001 0010” to distinguish NGT II devices from aRFID compliant transponders which have been assigned the Allocation Class of “0001 0001”.

Table 3 below depicts the fields for the NGT II numbering system using the “0001 0010” Allocation Class.

The 8-bit TID Issuer Registration No. field is the assigned Manufacturer’s ID. LIS will assign and track these NGT II manufacturer codes. This numbering assignment will be determined at the time of award.

The remaining 32-bit serial number will be left to the NGT II OEM to manage. The NGT II OEM issues the 32-bit serial number and has the responsibility to ensure its uniqueness within their family of products. It shall be unique in the sense that the issuer does not re-issue a number until sufficient time has passed so that the first number has ceased to be of significance to any user.

NGT II devices will be required to be labelled with a human readable barcode using the 14 numeric character decimal interpretation of the complete 48 bit TID with Allocation Class being the most significant byte, the Manufacturer’s ID being the second most significant byte, and the 32 bit OEM managed serial number being the least significant 4 bytes (32 bits). This system will place the 14 numeric character TID value for NGTs in a higher numeric value range than the possible values of any current or future aRFID transponders, thus ensuring there are no TID duplications with existing or future aRFID transponders. See Table 4 below for the numeric range of TIDs for transponder type and manufacturer ID space assigned.

NGT-II DoD Transponder Barcode Labeling Guidelines

This section defines the bar code label printing format for NGT-II Compliant Active Transponders in the Radio Frequency In-Transit Visibility (RF-ITV) system. The transponders are uniquely identified by a 48 bit Transponder (Tag) ID which is composed of a combination of a Tag Manufacturer ID (16 bits) and Tag Serial Number (32 bit) which are defined within the NGT-II Compliant Active Transponder Protocol. For the convenience of end users who have to enter Transponder IDs into applications manually or via barcode scans, tags need to display the combined 48 bit printable Tag ID. The method of concatenating these two values to provide the unique bar code label value to display on the transponder is described here.

Transponder (Tag) 48-Bit Bar Code Label Format Due to the available size limits for many serial number labels, all NGT-II Compliant Active Transponder labels will use code 128. Successful testing has been done on a 128 code, 14 digit barcode ending up at 1.12 inches long (limited number of lengths available, based on the code specifications built into the barcode label printing software) on a 1.25 inch long label.

Barcode Label Specifications:

MATERIAL GLOSSY, SMOOTH OR MATTE WHITE: POLYESTER,

POLYETHYLENE NAPTHALATE (PEN) OR POLYIMIDE, 2-5

MIL THICK

COLOR BLACK WEATHERPROOF INK: RESIN THERMAL

TRANSFER, PIGMENTED INK, LASOR, OR INK JET

ACCEPTABLE ON WHITE BACKGROUND

FONT ARIAL OR OTHER SANS-SERRIF FONT

LAMINATION 1 MIL CLEAR POLYESTER

ADHESIVE PERMANENT, PRESSURE SENSITIVE: ACYRLIC, SILICONE,

OR RUBBER BASED

DIMENSION 1.250” (Length) x 0.425” (Height) (Thickness range is 2-5 MIL)

• Bar code and text to be centered and conform to Code 128.

• Label shall be manufactured by a UL approved vendor. Vendor shall have a current signed “printer agreement” on file with UL per UL marking and labeling systems, and shall supply each package or roll marked with company name and label designation per UL marking and labeling systems.

• The label shall include 3 lines of information o (H, C, or S) ISO 18000-7 o Code 128 barcode of Tag ID o Human Readable Tag ID

Barcode Example:

The printable, human readable Transponder ID on a NGT-II Compliant Active Transponder shall consist of the integer value of the combined 48 bits of the Tag Manufacturer ID (16 bits) and the Tag Serial Number (32 bits) as described in the example below. In the Tag Manufacturer ID, the 1st byte is the allocation class and the 2nd byte is the 8-bit UID issuer registration number assigned as defined in ISO/IEC 18000-7:2008 Note that there is an error in the example shown in Section 6.2.6.4 of the ISO-18000-7:2008 standard regarding the order of the allocation class and the UID (Reference: DoD Over Air Interface Guidelines for RFID IV (Errata) document for details). The Tag Serial Numbers shall be managed by each tag manufacturer such that each tag manufactured by them has a unique 32 bit Tag Serial Number.

Example:

Example Manufacturer ID is:

Decimal 4356 Hex 0x1104

For an RFID-IV Compliant Active Transponder with 32 bit Tag Serial Number of:

Decimal 5286642 Hex 0x50AAF2

Add leading 0’s to the hexadecimal value of the Tag Serial Number to result in an 8-digit hexadecimal value and concatenate it to the end of the Manufacturer ID (also represented as a hexadecimal vale). Convert the resulting hexadecimal value to a decimal value; remove leading zeros to result in a 14 digit decimal number for display on the bar code:

Manufacturer ID: 0x1104 Tag Serial Number: 0x0050AAF2

0x11040050AAF2 = 18708882828018 decimal

For this example the Transponder ID printed on the transponder’s barcode label would use the decimal value of 18708882828018 and applications will use this decimal value to work with the RFID-IV Compliant Active Transponder.

Bar Code Label Placement on Transponder The barcode label shall be placed on the transponder in a location which is accessable to a barcode scanner when the transponder is installed in its mounting bracket.

For a door mount transponder, the barcode label shall be accessable to a barcode scanner from the outside the door, when the door is in the closed position.
