The procurement seeks qualified financial institutions to provide comprehensive depository services for a three-year period from January 1, 2026 through December 31, 2028, with no renewal options. Required services include fully collateralized certificates of deposit, wire transfers, lockbox services, account analysis, and treasury management systems. The proposal response deadline is October 6, 2025 at 2:00 pm through electronic submission via the city's e-Procurement Portal, with a question submission deadline of September 22, 2025. Evaluation will be based on firm qualifications (15%), project team qualifications (15%), project approach (30%), cost proposal (30%), and MWDBE/VOSB good faith effort (10%).

Proposing financial institutions must submit a comprehensive cost proposal that includes a detailed list of all current banking fees, including ATM user fees. Respondents must maintain a Community Reinvestment Act rating of Satisfactory or better, with preference for Outstanding ratings, and submit a Community Reinvestment Plan addressing low to moderate income residents and minority-owned businesses. Participating institutions must have a minimum capital and surplus of $1 million, with active and inactive deposits limited to 40% of capital. Required documentation includes a Sworn Statement of Financial Condition, proof of Federal Deposit Insurance Agency membership, and membership in either the Federal Reserve Pool Agreement or Federal Home Loan Bank. The City actively encourages participation from small and intermediate small banks and has established specific provisions for minority, women-owned, veteran-owned, and LGBTQIA+ business participation.
