About this file

This document is a Provision Addendum to GSA Template 3516/3516A, specifically addressing an alternative protest procedure for real property lease procurements by the Department of Veterans Affairs (VA). The provision, dated March 2024, outlines an alternative method for interested parties to file protests for VA lease procurement.

Specifically, instead of filing a protest with the Lease Contracting Officer, an interested party can submit a protest by mail or electronically to the Executive Director of the VA's Office of Construction and Facilities Management at 425 I Street, NW, Washington, DC 20420, or via email to CFMORP@va.gov. The provision includes a caveat that protests will not be considered if the same or similar issues are already pending with the Lease Contracting Officer. The document is associated with RLP NO. 36C24426R0032 and LEASE NO. 36C24426L0003.
