About this file

This is a Draft Statement of Work for the California Gulch Groundwater Monitoring project, involving the Colorado Department of Public Health and Environment (CDPHE), the United States Environmental Protection Agency (EPA), and Colorado Mountain College's Natural Resource Management Program. The project provides technical support and monitoring services at the California Gulch Superfund Site, a 18-square-mile area in and around Leadville, Lake County, Colorado, at an elevation of approximately 10,000 feet. The site encompasses 12 Operable Units and addresses environmental contamination resulting from over 100 years of heavy industrial mining, mineral processing, and smelting that has created acidic, metal-laden groundwater. The contractor must attend a kickoff meeting no later than 60 days following contract execution and conduct comprehensive groundwater monitoring activities, including maintaining and operating continuous groundwater monitoring equipment, downloading quarterly data, providing quarterly reports, updating the California Gulch website at californiagulch.us, maintaining a Geostationary Operational Environmental Satellites agreement, and sustaining an Early Alert System at designated monitoring locations. Quarterly Groundwater Level Monitoring Reports must be submitted to the CDPHE Project Manager no later than one month following each quarter reported, with the Project Manager required to approve or request changes within 21 calendar days and the contractor obligated to submit revisions within 14 calendar days thereafter.

The Statement of Work does not specify pricing terms, set-aside information, or incumbent details. The contractor must maintain continuous groundwater monitoring equipment including transducers and water level meters, and quarterly reports must include summaries of groundwater level data and groundwater elevation plots. The CDPHE Project Manager will monitor contract compliance throughout the contract period through documentation review, progress reports, and quarterly reports. Non-compliance issues will be addressed through a structured resolution process requiring written notification within ten calendar days of discovery, with both parties collaborating within fifteen calendar days to determine corrective actions and establish completion timelines. If the contractor demonstrates inaction or disregard for the agreed-upon compliance resolution plan, the State may exercise its contractual rights.

DRAFT STATEMENT OF WORK

These provisions are to be read and interpreted in conjunction with the provisions of the contract specified above.

I. Project Description:

This project serves to provide technical support of activities at the California Gulch Superfund Site. The activities will include support services for monitoring and assessing groundwater conditions across CalGulch.

Placer gold was discovered in the California Gulch area in 1860. Subsequent discovery of silver bearing lead carbonate ore initiated over 100 years of heavy industrial mining, mineral processing and smelting. Acidic, metal laden water from the historically mined area flows through the shallow groundwater and down

California Gulch approximately six miles to its confluence with the Arkansas River.

The California Gulch was placed on the National Priorities List (Superfund) in 1983. The California Gulch

Superfund Site (“CalGulch”) encompasses about 18 square miles in and around Leadville, in Lake County, Colorado, at an elevation of about 10,000 feet. The United States Environmental Protection Agency (EPA) is the lead agency for CalGulch and the Colorado Department of Public Health and Environment (CDPHE) is the cooperating agency. Colorado Mountain College’s Natural Resource Management Program provides field and logistical services to both the EPA and CDPHE.

CalGulch was divided into 12 Operable Units. Additional work of this project is to provide recommendations for the improvement of the monitoring program and for Operable Units to maintain effectiveness. The majority of the Record of Decision mandated activities have been completed at CalGulch. The Record of

Decision is a publicly accessible document.
