About this file

This document is an instructional exhibit for a Community Reinvestment Plan (CRP) submission required by the City of Pittsburgh, Pennsylvania for its Depository Services RFP #2024-RFP-261. Financial institutions seeking to serve as city depositories for the three-year term from January 1, 2026 through December 31, 2028 must submit a tailored CRP specific to Pittsburgh. The proposal deadline is October 6, 2025 at 2:00 pm, with electronic submissions required through the city's e-Procurement Portal. Questions must be submitted by September 22, 2025. The CRP is evaluated on a 0-5 scale, and failure to present a tailored plan results in ineligibility. The contract includes no renewal options.

The CRP template requires applicants to address eight primary sections: company overview and history; bank mission statement and commitment explanation; economic development including CRA investments and lending to businesses and non-profits serving low to moderate income (LMI) communities in Pittsburgh; small business lending; full-service banking for unbanked and underbanked populations; CRA-qualified home lending for single and multi-family properties; philanthropy including direct giving, sponsorships, and technical assistance; and additional information demonstrating commitment to Pittsburgh through community-based organizations, workforce and board diversity, and supplier diversity initiatives. The CRP must be updated every three years and specifically address initiatives benefiting low to moderate income and minority Pittsburgh residents as well as minority and women-owned Pittsburgh businesses. Institutions must maintain a Satisfactory or better CRA rating, with preference for Outstanding ratings.
