About this file
This is a Scope of Services document for the City of Raleigh, in partnership with the NC Department of Natural and Cultural Resources and subject to oversight by the US Army Corps of Engineers, detailing design-build services for the Forest Ridge Mountain Biking Trail project. The City seeks a qualified design-build team with proven experience in single-track trail development to design and construct natural surface mountain bike trails that accommodate various riding styles while minimizing maintenance needs and environmental impacts. Services encompass design and field layout, survey, engineering, cost estimating, permitting at municipal, state, and federal levels, and construction of trails including special features, backcountry bridges, and boardwalks. Phase I milestones require 30%, 60%, 90% permit approvals and final design, with Raleigh Parks and Recreation staff approval of field layout and feature designs. The project must be completed no later than Spring 2028 to meet NC Department of Natural and Cultural Resources Great Trails State Program grant deadlines. Proposers should be familiar with the Forest Ridge Bike Trails Extension Design Report (2023).
The Design-Builder will engage in a two-phase process consisting of pre-construction Phase 1 services (design, pricing, permitting, and cost estimation at each milestone) and Phase 2 services (completion of design and permitting, material procurement, site preparation, and construction). Design documents must include civil/site, environmental assessment, structural, survey, and site management disciplines as needed. The selected firm must obtain all required permits, coordinate with regulatory agencies, and maintain continuous site safety, environmental protection, and public safety throughout construction, with particular emphasis on maintaining park accessibility to the public during work. Professional Trail Builders Association membership is preferred.
