About this file
This document is an Exhibit B containing offeror response questions for RFP AAAA 2027-0062, issued by the Colorado Department of Public Health and Environment (DPA) Office of Sustainability for utility management software services. The RFP seeks a comprehensive utility management software solution to serve approximately 10,100 meters across 14 state agencies. Offerors must demonstrate experience providing utility management software services, customer service, and training within the past two years. The solicitation requires data migration from the current system to the new platform by July 1, 2027, and mandates that all historical data for the 10,100 meters be successfully imported by that deadline.
The response questions address eight critical areas: organizational experience with similar-scale clients, personnel staffing and key personnel qualifications, client references and letters of recommendation (limited to five), implementation timeline and change management methodology, detailed specifications and requirements compliance, business continuity planning, and web accessibility compliance with WCAG 2.1+ standards by July 1, 2025. Offerors must provide a Service Level Agreement demonstrating customer support availability from 8:00 AM to 6:00 PM Mountain Time, Monday through Friday, with documented uptime of 99% or higher over the past three years and data accuracy rates of 90% or higher. The solicitation encourages identification of value-added services and innovative methodologies. Offerors must complete Exhibit D - Pricing Worksheet to submit cost proposals.
