Cloud.gov Support Services

Limited Sources Justification The acquisition is conducted under the authority of the Multiple-Award Schedule

Program, limiting sources IAW FAR 8.405-6(a)(1)(i)(C)

FOR THE LOGICAL FOLLOW-ON OF

Cloud.gov Support Services to TechFlow, Inc.

(i) Identification of the Agency and Contracting Activity U.S. General Services Administration (GSA) Federal Acquisition Service (FAS) Technology Transformation Services (TTS) 1800 F Street NW, Room 4400 Washington, DC 20405

(ii) Nature and/or Description of the Action Being Approved Pursuant to Federal Acquisition Regulation (FAR) Part 8.405-6, TTS is seeking approval for a logical follow-on, requiring a Limited Sources Justification. The task order for cloud.gov Support Services provides operations and maintenance for cloud.gov. The services provided are:

● Operate, maintain, monitor, and update a Cloud Foundry deployment and the supporting services underlying cloud.gov.

● Provide consultation for the cloud.gov team to support adoption of Cloud Foundry best practices and solutions to provide new capabilities.

● Automate operation processes and increase the resilience of the system.

● Maintain Secure Configuration Management practices and assist the security team in developing threat assessment and incident response processes at the organizational and system level.

● Provide similar engineering support services to other offices within the TTS organization.

This justification is for a logical follow-on task order to continue the “cloud.gov Support Services” effort with TechFlow, Inc. as the contractor in the interest of economy and efficiency. This requirement was originally competed on February 06, 2019 among Federal Supply Schedule 70, SIN 132 51 Information Technology Professional Services

& SIN 132 40 Cloud Computing Services contract holders. GSA has since updated the SIN structure. The current category for Information Technology Professional Services is now 5415S1, and the current category for Cloud Computing Services is now 518210C.

The name for Federal Supply Schedule 70 has also been changed to the Information Technology Category.

Under the proposed logical follow-on, the Government will issue a new single award task order to TechFlow, Inc.; therefore allowing TechFlow to continue providing services to TTS. The period of performance will be a 12-month base period, plus two 12-month option periods. The period of performance is expected to begin on December 5, 2022, following the expiration of the current contract, which ends on December 4, 2022.

It is proposed that using a logical follow-on Justification will enable TTS to achieve its ongoing objectives without disruption.

This effort is necessary to maintain support for TTS. Re-competing this effort among Federal Supply Schedule contractors would not provide material cost savings and would introduce significant schedule and performance risk.

(iii) Description of the Supplies/Services Required (including estimated value) The cloud.gov Support Services intends to purchase professional services in order for the vendor to assist with operations and maintenance for the cloud.gov technical system. The contractor must be proficient in its ability to guide the cloud.gov team in implementing new features or community-developed capabilities based on Cloud Foundry community expertise. In addition, the contractor must operate, maintain, monitor, and update a Cloud Foundry deployment and the supporting services underlying cloud.gov using Terraform, Concourse, and BOSH. Lastly, GSA will be reliant on the contractor for improving security, stability, and recoverability where possible with increased monitoring, alerting, intrusion detection, and contingency planning tooling.

The Independent Government Cost Estimate (IGCE) is .

(iv) Statutory Authority/ Supporting Rationale

The requiring agency is seeking a logical follow-on to the task order currently performed by TechFlow, Inc. based on the authority of FAR 8.405-6(a)(1)(i)(C) which states:

(c) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.

The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

There is an ongoing need for contractor support to TTS under the scope covered by the TTS’s cloud.gov Support Services. The support provided by this task order is essential to the operations of TTS offices. During the pre-award phase of the current task order, the cloud.gov operations team approached the TTS Office of Acquisition with a pressing requirement for professional services to assist in the development and support of its program. The cloud.gov team required a specific skill-set of services with a vendor familiar with the Cloud Foundry platform. These services were previously performed by Government personnel. However, due to lack of personnel, the Government required additional support to ensure mission success.

Since the award of the task order in 2019, TechFlow has proven to have the ability to guide the cloud.gov team in implementing new features or community-developed capabilities based on Cloud Foundry community expertise. TechFlow has demonstrated their ability to staff qualified contractor employees to assist in operating, maintaining, monitoring, and updating a Cloud Foundry deployment, as well as the supporting services underlying cloud.gov using Terraform, Concourse, and BOSH. Lastly, TechFlow has been successfully working to improve security, stability, and recoverability where possible with increased monitoring, alerting, intrusion detection, and contingency planning tooling.

After the award of the current task order, there was a significant investment in education, experiential training, and acculturation required to bring TechFlow up to speed on cloud.gov operations. Cloud.gov spent significant time and resources closely overseeing and preparing TechFlow to perform work more independently. In addition, TechFlow is involved with ongoing compliance, platform maintenance, and developing new and critical features with the cloud.gov team and partnering agencies.

Due to its work with cloud.gov, TechFlow has gained institutional knowledge about the cloud.gov platform. If another contractor replaced TechFlow, cloud.gov would lose a substantial amount of efficiencies already gained by TechFlow relating to platform engineering and support. This replacement would be detrimental to the program from both a fiduciary and performance standpoint.

In the recent months, cloud.gov has lost three senior engineers. While the Government has hired others, the cloud.gov platform is complex and takes a long time to learn. The TechFlow contractors are now some of the most senior engineers on the cloud.gov team and provide continuity on the team. Losing them would be even more detrimental to the program at this point. They are training the Government’s new engineers and are needed to keep the program stable and growing. As such, the amount of resources such as time, money, and knowledge that would be required to invest in a different approach would be substantial.

In the interest of economy and efficiency, this request should be considered a logical follow-on to the task order awarded to TechFlow, referenced above. The rationale for this follow-on request is both logical and sound in terms of scope, period of performance, and value. This request is identical to the work currently being performed by TechFlow.

(v) Contracting Officer Determination that orders represents the best value

The Contracting Officer (CO) will determine that the prices are fair and reasonable and represent the best value to the Government prior to awarding the task order. The CO hereby determines that this action represents the best procurement strategy to the Government in accordance with FAR 8.405-6(a)(1)(i)(C) in that it would not be more advantageous to procure these services any other way.

(vi) Description of Market Research and the Results The following technique for conducting market research, in accordance with FAR 10.002(b)(2), was used for this requirement:

● Reviewing the results of recent market research undertaken to meet similar or identical requirements.

○ TTS has a continued need for cloud.gov Support Services.

○ The Federal Supply Schedule is the most efficient contracting vehicle to meet the needs of this requirement.

○ TechFlow has demonstrated that they possess the expertise in implementing new features or community-developed capabilities based on Cloud Foundry community expertise. TechFlow has demonstrated their ability to staff qualified contractors to assist in operating, maintaining, monitoring, and updating a Cloud Foundry deployment, as well as the supporting services underlying cloud.gov using Terraform, Concourse, and BOSH. Lastly, TechFlow has successfully been working to improve security, stability, and recoverability where possible with increased monitoring, alerting, intrusion detection, and contingency planning tooling.

○ If another contractor replaced TechFlow cloud.gov would lose a substantial amount of efficiencies already gained by TechFlow relating to platform engineering and support. This replacement would be detrimental to the program from both a fiduciary and performance standpoint.
