About this file

This is an exhibit document from the City of Covington, Georgia, detailing pavement replacement specifications for the Newton Drive Storm Drainage Improvements Project. The exhibit provides project-specific requirements for full-depth concrete roadway restoration work that contractors must follow when bidding on this solicitation. The project calls for an approximately 8-foot-wide restoration area using 8-inch Class B concrete in accordance with ITB specifications. A nonmandatory pre-bid meeting is scheduled for Thursday, September 8th, 2026 at 11:00 am at City Hall, located at 2194 Emory Street NW, Covington, GA 30014. Sealed bids must be delivered to the same address, attention Maranna Gilbert, no later than 10:00 am on Tuesday, October 13th, 2026, with bids opening at 10:15 am that same day. Additional information and the full Request for Bids may be accessed through the City's website at https://www.cityofcovington.org/index.php?section=business-opportunities.

A 5% Bid Bond is required with all bid submissions, and the awarded contractor must provide a Payment and Performance Bond equal to 100% of the contract value. The exhibit clarifies that the approximately 8-foot restoration width represents the finished roadway dimension rather than the required trench-excavation width, allowing contractors to determine necessary excavation width based on safety requirements. Concrete placed beyond actual trench limits forms part of the required bridge-cap and roadway-restoration area, and no asphalt surface course is required over full-depth concrete patches. Any over-width restoration caused by the contractor's means, methods, equipment, or over-excavation is considered incidental work unless the City authorizes additional work due to documented unforeseen conditions. The City reserves the right to reject any and all bids received.

PROJECT-SPECIFIC APPLICATION

The City of Covington Pavement Replacement Detail, Standard W19, is reproduced on the following page and is incorporated into the Contract Documents subject to the following project-specific requirements:

• Full-depth concrete roadway restoration: Provide an approximately 8-foot-wide restoration area using 8-inch Class B concrete in accordance with the written ITB requirements.

• Restoration width: The approximately 8-foot dimension is the finished roadway-restoration width, not a required trench-excavation width. The Contractor shall determine the excavation width needed to safely perform the work.

• Bridge-cap area: Concrete placed beyond the actual trench limits forms part of the required bridge-cap and roadway-restoration area.

• Concrete-only roadway patches: The asphalt-roadway provisions shown on Standard W19 do not apply to the designated full-depth concrete roadway patches. No asphalt surface course is required over those patches.

• Over-width restoration: Additional restoration caused by the Contractor's means, methods, equipment, or over-excavation is incidental unless the City authorizes additional work due to documented unforeseen conditions.

If a conflict exists between Standard W19 and the project-specific written requirements of the ITB, the project-specific written requirements of the ITB control.
