About this file

This is a budget template form for the Colorado Department of Early Childhood (CDEC) designed for contractors submitting proposals for the Quality Improvement System (QIS) Refresh Project Support. The template covers the budget period of July 1, 2026 through June 30, 2027 and establishes a maximum allowable amount of $50,000 per contractor. The form is structured to capture comprehensive budget information across multiple expenditure categories, including personnel services with salaried employees, contractors and consultants, travel expenses, supplies and operating expenses, and items excluded from Modified Total Direct Costs (MTDC) calculations such as rental costs, tuition remission, scholarships, fellowships, participant support costs, and capital expenditures. The template includes detailed instructions for completing each section and reminders regarding proper documentation, spell-check requirements, abbreviation definitions, and rounding to two decimal places.

The budget template requires contractors to justify all costs and provides specific guidance on cost allocation, including how to calculate fringe benefits, determine the number of months of service, and identify costs that impact MTDC calculations. Indirect costs are capped at 15 percent unless a negotiated Federal Indirect Cost rate or State Indirect Cost rate is attached, with options for de minimis rate application or rates based on salary plus fringe. The form emphasizes compliance with Uniform Guidance standards under 2 CFR 200.1 and requires supporting documentation such as Negotiated Federal Indirect Cost rate plans or approval letters. All line items requesting $0 from CDEC must be removed from the final submission, and the document includes multiple instruction fields from various team members (Cartaya, Hugo; Deborah J. Polk; Hurt, Genette; and Public Health & Environment) indicating collaborative development and review procedures.

Items Excluded from MTDC: (Rental costs, tuition, scholarships/fellowships, participant support, equipment, capital expenditures)

Cartaya, Hugo: Item Description should include the rationale for the costs budgeted and a description of how cost estimates are calculated.

Examples

Rental Costs - General rental costs for the program's operation location (does not include meeting room fees)

Tuition remission

Scholarships and Fellowships - This includes scholarships, fellowships, stipends only if we are paying for education for non-employees

Participant Support Costs - Participant support costs means direct costs for items such as stipends or subsistence allowances, travel allowances, and registration fees paid to or on behalf of participants or trainees (but not employees) in connection with conferences, or training projects. (Example: incentives, child care, payments/stipends, etc.)

Participant Support costs are excluded from the indirect calculations if they are paid directly to the participant. If meals are provided as part of an event cost, they are not excluded. For example, if a site gives a $20 payment to a participant to cover their meal costs, it's excluded. If the site pays Panera for continental breakfast for everyone in attendance , it's not excluded. If the cost is to pay for things like diapers, that is also a cost reimbursement, not compensation or an incentive to participate in the program and is not excluded from MTDC.

If it is a stipend and it isn't compensation or payment as incentive to participate in the program, it should not be excluded from MTDC. It is more about the kind of expense and if it's an incentive to participate.

Capital Expenditures - Does not include depreciation or repairs and maintenance.

Equipment - Equipment costs where items are over $10,000 each Item Cartaya, Hugo: Instructions: List the item in this column: i.e., mileage, lodging, meals, airfare Description of Item : Instructions: This is a description of the item(s) listed to be excluded from MTDC
