About this file

This is a 2027 Budget Template for the Colorado Department of Early Childhood (CDEC) designed for contractors to submit budget proposals for the Quality Improvement System (QIS) Refresh Project Support. The template is intended for the budget period of July 1, 2026, through June 30, 2027, and establishes a maximum allowable budget of $50,000 per contractor. The document serves as a standardized form requiring contractors to detail all direct and indirect costs across multiple expenditure categories, including personnel services, contractors and consultants, travel, supplies and operating expenses, and items excluded from Modified Total Direct Costs (MTDC) calculations.

The budget template enforces specific cost accounting requirements aligned with Uniform Guidance and 2 Code of Federal Regulations 200.1, requiring all figures to be rounded to two decimal places and all abbreviations to be spelled out. Contractors may claim indirect costs up to 15 percent of MTDC unless they have a negotiated federal or state indirect cost rate agreement, in which case they must provide documentation of their approved rate. The template includes instructions for calculating MTDC, which encompasses direct salaries, wages, fringe benefits, materials, supplies, services, travel, and up to the first $50,000 of each subaward while excluding equipment, capital expenditures, rental costs, tuition remission, scholarships, fellowships, and participant support costs. All line items requesting $0.00 from CDEC must be removed from the final submission, and contractors must ensure compliance with cost principles and OMB Super Circular guidelines before submission.

Items Excluded from MTDC: (Rental costs, tuition, scholarships/fellowships, participant support, equipment, capital expenditures)

Cartaya, Hugo: Item Description should include the rationale for the costs budgeted and a description of how cost estimates are calculated.

Examples

Rental Costs - General rental costs for the program's operation location (does not include meeting room fees)

Tuition remission

Scholarships and Fellowships - This includes scholarships, fellowships, stipends only if we are paying for education for non-employees

Participant Support Costs - Participant support costs means direct costs for items such as stipends or subsistence allowances, travel allowances, and registration fees paid to or on behalf of participants or trainees (but not employees) in connection with conferences, or training projects. (Example: incentives, child care, payments/stipends, etc.)

Participant Support costs are excluded from the indirect calculations if they are paid directly to the participant. If meals are provided as part of an event cost, they are not excluded. For example, if a site gives a $20 payment to a participant to cover their meal costs, it's excluded. If the site pays Panera for continental breakfast for everyone in attendance , it's not excluded. If the cost is to pay for things like diapers, that is also a cost reimbursement, not compensation or an incentive to participate in the program and is not excluded from MTDC.

If it is a stipend and it isn't compensation or payment as incentive to participate in the program, it should not be excluded from MTDC. It is more about the kind of expense and if it's an incentive to participate.

Capital Expenditures - Does not include depreciation or repairs and maintenance.

Equipment - Equipment costs where items are over $10,000 each Item Cartaya, Hugo: Instructions: List the item in this column: i.e., mileage, lodging, meals, airfare Description of Item : Instructions: This is a description of the item(s) listed to be excluded from MTDC
