About this file

This is a Budget Detail and Payment Provisions document (Exhibit B) for RFP Number 26CC000424 issued by the California Institute for Regenerative Medicine (CIRM) for Focus Group Research Services. The RFP seeks a qualified research firm to conduct comprehensive focus group research across California to assess public attitudes toward cell and gene therapy, research funding value and role, and trust and perceptions across diverse communities. The document does not specify response dates, due dates, site visits, or bidder's meetings; however, it establishes the contractual payment framework and budget parameters for the selected contractor.

Payment for satisfactorily rendered services will be made within NET 45 days of invoice approval, in accordance with Government Code Chapter 4.5, Section 927 (California Prompt Payment Act). Invoices must be submitted weekly in arrears to the CIRM Accounts Payable office and must include specific required information including contractor company details, agreement number, service dates, itemized services with rates, and total billing amounts. The budget for each individual event will not exceed $500,000, with a total annual contract cap of $2,000,000 per fiscal year (July 1–June 30). A Budget Contingency Clause allows the State to cancel the agreement with no liability if funding is reduced or deleted. Any invoice adjustments or changes require prior approval from the Department Head and CIRM Finance Director. Invoice disputes will be processed using the State STD Form 209 - Invoice Dispute Notification form.
