INTRODUCTION
Purpose
This Program of Requirements (POR) defines the space and technical requirements for the U.S.
Geological Survey (USGS), Lower Mississippi-Gulf Water Science Center. The Government desires to lease a contiguous area of approximately 3,087 to 3,587 ANSI/BOMA Occupant Area (ABOA) square feet of office, laboratory, and light industrial shop space. Rentable Square Feet (RSF) will be calculated by applying the Offeror's proposed Common Area Factor (CAF) to the offered ABOA square footage.
The information is here to assist the lessor in preparing their offers, square footages listed are approximate and are provided as a guideline for space layout and to ensure that the space offered will provide for an efficient layout and accommodate the needs of the U.S. Geological Survey in an efficient and effective manner. It should be noted that this POR has been developed prior to the award of a lease.
When the space offered becomes available, it may be required to refine this program and make adjustments to accommodate the space offered.
USGS Mission and Functions
The USGS serves the Nation by providing reliable scientific information to describe and understand the Earth; minimize loss of life and property from natural disasters; manage water, biological, energy, and mineral resources; and enhance and protect our quality of life. USGS has become a world leader in the natural sciences thanks to our scientific excellence and responsiveness to society's needs.
The Lower Mississippi Gulf Water Science Center (LMGWSC) is responsible for providing the hydrologic information and understanding needed by others to achieve the best use and management of the Nation’s water resources. To accomplish this mission, the WSC, in cooperation with Federal, State, and local agencies:
Systematically collects and analyzes data to investigate the quantity, quality, and use of the Nation’s water resources and provides results of these investigations to the public.
Conducts water-resource appraisals that describe the occurrence, availability, and physical, chemical, and biological characteristics of surface and ground water.
Conducts basic and problem-oriented hydrologic and related research that aids in alleviating water-resource problems and provides an understanding of hydrologic systems sufficient to predict their response to natural or human-caused stress.
Coordinates the activities of Federal agencies in the acquisition of water-resource data for streams, lakes, reservoirs, estuaries, and ground water.
Provides scientific and technical assistance in hydrologic fields to Federal, State, and local agencies.
These topics encompass majority of the water issues identified by Federal and State natural resources agencies. These issues are addressed through monitoring, assessment, and research of surface and ground waters; assisting agriculture and urban interests to protect, restore and enhance water resources;
and managing water resources for population growth.
Hydrologic data collection is a major part of the program. Much of the data is provided in near real-time with the use of satellite telemetry. USGS personnel collect the following types of data: stream flow data;
water-quality data from streams, ground water and lakes; ground-water levels; precipitation quantity and quality; biological characteristics of streams and lakes; and stream channel geomorphology.
Our activities help address some of the primary water issues Alabama and further our understanding of water resources in our changing World: Water-quality and -quantity assessments; environmental contamination site investigations; effects of toxic substances in natural waters; effects of rural and urban non-point pollution, effects of climate change, effects of acid precipitation, surface-water/ground-water interactions, sediment transport and chemistry, aquifer and stream flow characterizations, lake eutrophication, and the effects of droughts and floods.
