Requirements for Space Occupied by the Agency
Many of the requirements listed below appear in the standard Request for Lease Proposal (RLP) and standard Lease issued by the General Services Administration (GSA) for space occupied by the Government. Some of these are repeated in this document to underline their importance to EEOC, and some are EEOC's modifications to the standard RLP and standard Lease to reflect EEOC's specific requirements. If not addressed here, the standard RLP and standard Lease requirements shall apply. In addition, EEOC has several requirements that do not appear in the standard RLP and standard Lease, including Security Design Standards.
I. AMOUNT AND TYPE OF SPACE
• EEOC's stated square foot (sq. ft.) requirement is the Agency's minimum acceptable amount of Usable Square Feet (USF).
• Space must be contiguous. Narrow or oddly shaped configuration of space will not be considered, nor will space with column spacing less than 20 feet. Columns should start a minimum of IO feet from the windows; however, the EEOC reserves the right to waive this requirement upon visual review of the space.
• The design of the space offered shall be conducive to efficient layout and good utilization as determined by EEOC at its sole discretion.
• Buildings under consideration must be "Class A" buildings. "Class A" buildings are typically newer or recently refurbished, and are characterized by a full complement of on-site services (restaurants, convenience stores, meeting spaces); ample data connectivity, power and HVAC for technology-laden tenants; well-constructed lobbies and tenant areas; available parking; and are well located within the business District.
• Space shall be located in a prime commercial office District with attractive, prestigious, professional surroundings with a prevalence of modem design and/or tasteful rehabilitation in modem use. Streets and public sidewalks shall be well-maintained.
• The on-site parking-to-square-foot ratio available shall at least meet current local code requirements, or in the absence of a local code requirement, on-site parking shall be available at a ratio of I space for every 1000 Rentable Sq. Ft. (RSF) of the building area.
• Access to public transportation should not exceed .25 miles from the building entrance.
• A variety of inexpensive and moderately priced fast food and/or eat-in restaurants shall be located within .25 miles from the building entrance. Other employee services, such as retail shops, cleaners, banks, etc., shall also be located within this area.
• The lease term is for ten ( I 0) years. GSA may terminate the lease after five (S) years on 90 days written notice to the Lessor.
• Due to the nature of EEOC's work and the sensitivity of some of the visitors, the Agency's space should not be located on the same floors of the same building as law enforcement elements of the Department of J-lomcland Security or other law enforcement offices where police actions arc frequently observed.
