About this file

This document is an Agency-Specific Requirements (ASR) for the United States Geological Survey (USGS) Wyoming-Montana Water Science Center, detailing their space and facility requirements for a lease in Lander, Wyoming. The USGS seeks approximately 2,929-3,222 usable square feet of office, special use, and light industrial space, to be occupied by 7 federal employees. The space breakdown includes 954-1,050 sq ft of office space, a 220 sq ft sample preparation room, and a 1,500 sq ft light industrial warehouse area.

Key requirements include a 20-year lease term with 10 years firm and a 5-year option, 24/7 facility access, and specific design specifications for various spaces. The facility must accommodate 8 government vehicles, 2 boats, and 2 trailers, with parking and maneuverability for trucks and trailers. The space must have a professional office/flex appearance, meet government safety and accessibility standards, and include features like a wet sample preparation area, communications closet, break room, and specific electrical, lighting, and security requirements. The facility will support USGS water resource research, data collection, and field operations in Wyoming and Montana.

Version 2.1

THE AGENCY-SPECIFIC REQUIREMENTS (ASR) DEFINES ALL ITEMS THAT ARE TO

BE FURNISHED, INSTALLED, AND MAINTAINED BY THE OFFEROR UNLESS

INDICATED OTHERWISE.

Agency-Specific Requirements (ASR) USGS WSC

1.0 Purpose of Project

1.1 Introduction

Agency Specific Requirements (ASR) are intended to define the USGS tenant improvement requirements for offices, support spaces, parking, and special use spaces.

Square footages are approximate and are provided as a guideline for space layout and to ensure that the space and site offered will provide for an efficient layout and accommodate the needs of the U.S. Geological Survey (USGS) in an efficient and effective manner.

The proposed USGS Water Science Center (WSC) field office in Lander, Wyoming, will provide office space for hydrologists and support staff that conduct field, office, and wet sample preparation work. A primary key to the success and appropriateness of any facility will be a location that provides for the needs and activities in support of the water mission.

These characteristics include a wet sample preparation room and light industrial space.

Normal office hours will be from 6:30 am to 6:30 pm, but 24-hour access to the facility is required. A secure location that is easily accessible from field research sites is required.

Typical parking needs would accommodate 2 trailers, 2 boats, and 8 vehicles.

The square footage of space identified is approximate and is provided as a guideline. This

ASR is prepared prior to lease award. When the offered space becomes available, it may be necessary to refine this ASR for adjustments to the offered space. Seven employees will be housed in the facility. Office space may not exceed 150 sq ft per person per Department of the Interior guidance.

1.2 Mission and Function

The USGS serves the Nation by providing reliable scientific information to describe and understand the Earth; minimize loss of life and property from natural disasters; manage water, biological, energy, and mineral resources; and enhance and protect our quality of life. USGS has become a world leader in the natural sciences thanks to our scientific excellence and responsiveness to society's needs.

The mission of the Wyoming-Montana WSC is to provide water information that is fundamental to national and local economic well-being, protection of life and property, and effective management of the Nation’s water resources. The USGS works with cooperators/partners to monitor, assess, conduct targeted research, and deliver information on a wide range of water resources and conditions including streamflow, groundwater, water quality, and water use and availability. The scientific data collection and reports preparation depends heavily on the usage and maintenance of sophisticated, specialized equipment and support facilities. Because a great deal of travel is required, convenient access to highways is required. Light industrial space, wet sample preparation area, vehicles, and equipment must be readily accessible, contiguous to the office space.

The Wyoming-Montana Water Science Center’s mission is to provide reliable, impartial, and timely data, analyses, and reports that are needed to understand the Nation’s water resources. The Center actively promotes the use of this information by decision makers to:

• Minimize the loss of life and property from water-related natural hazards, such as floods, droughts, and land movement.

Page 3 of 17 Lessor: ____ Government: ____ Lander, Wyoming

• Effectively manage groundwater and surface-water resources for domestic, agricultural, commercial, industrial, recreational, and ecological uses.

• Protect and enhance water resources for human health, aquatic health, and environmental quality.

• Contribute to wise physical and economic development of the State’s resources for the benefit of present and future generations.

• Integrate the Center’s basic data and interpretive studies into broader interdisciplinary activities with other DOI bureaus, other Federal agencies, and State cooperative partners.

Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).

The USGS requires a professional office/building/site appearance and presentation while accommodating field equipment and field operations typical of light industrial locations.

Key factors in site selection should include a modern professional appearance and good site circulation. Space and site layout typically provides for professional appearance.

The pictures below are representative samples of similar USGS Locations:

2.5 High Level Adjacencies

Note: The sample preparation room should be located in a low traffic area to avoid dust contamination.

2.6 Building Wide Requirements and Parameters

Site

The building site must accommodate good, safe, vehicular access and circulation throughout for large vehicles and vehicles pulling trailers. The maximum dimensions for the oversize parking spaces is 8’ x 25’.

Page 15 of 17 Lessor: ____ Government: ____ Lander, Wyoming

All roads leading to the site, on which the space is located, as well as the driveways and parking for the space are preferably asphalt or concrete with appropriate gutters, curbs, sidewalks, lighting, and storm drainage.

The main entrance to the building shall be conveniently located for vehicular and pedestrian traffic. The entrance shall be clearly visible and distinctive. Approaches to the main entrance shall be well lighted and designed to direct the visitor to the entrance.

General Building Components and Design

- The building(s) including the parking for oversized vehicles/equipment shall be all ground level.
