About this file
This is a Statement of Work (Exhibit B) for Colorado Department of Public Safety (CDPS) RFB 2018-447 regarding the procurement of Pepwave radio modems and associated support services for the Colorado State Patrol (CSP) fleet. The contract requires vendors to supply a web-based modem management platform to oversee the current fleet of 400 Pepwave BR I MAX modems, with InControl2 being the strongly preferred platform. The web-based platform must provide essential tracking capabilities including connectivity status, signal strength, GPS location, carrier information, IMEI and SIM details, and associated cellular phone numbers. Additionally, the platform must enable remote configuration management of modems individually and in groups, firmware version management, cellular dialer firmware updates, and internal modem connectivity for troubleshooting purposes.
Beyond the cloud management platform, prospective vendors must provide comprehensive technical support services including a dedicated engineer to support CSP hardware needs. Technical support requirements mandate responding to inquiries within 24 hours, conducting log file analysis for complex technical issues, providing long-term support for ongoing service disruptions, serving as the primary contact with Peplink engineering, and advocating for customized firmware versions tailored to CSP operational needs such as OVR/camera hardware support and future peripheral compatibility. The vendor must also submit feature requests on behalf of CDPS to improve modem firmware capabilities, particularly regarding dialer firmware update functionality.

InControl2 also provides data analytics for CSP cellular coverage, usage and CDPS broadband development strategy for FirstNet.
Prospective vendors submitting a bid must provide access to a web based modem management platform.
InControl2 is strongly preferred as it is currently used to manage 400 modems currently in use. lf the vendor does not provide access to InControl2, the web-based platform they offer must meet all of the following requirements:
The following items must be tracked in the web-based platform:
− Connectivity status − Connectivity strength − GPS location − Carrier, APN, IMEI and SIM information − Cellular phone number associated with device
The following functions must be present in the web-based platform:
− Ability to remotely manage modem configurations (Individually and in groups) − Ability to manage modem firmware version (Individually and in groups) − Ability to update cellular dialer firmware − Ability to connect to modem internal configuration for troubleshooting and analysis
The vendor must provide engineering and technical support for the web based software as follows:
− Provide assistance with troubleshooting the web based software and restoring functionality.
− Provide assistance with data collection and data interpretation for COPS inquiries.
Technical Support Requirements:
Prospective vendors must dedicate an engineer to assist with technical needs to support the purchased hardware. Engineering support must:
− Respond to technical inquiries within 24 hours − Analysis of log files by vendor engineer to help resolve persistent or complex technical issues − Long-term analysis and support of ongoing technical issues causing service d isruption − Serve as point of contact with Peplink engineering staff and assist and submitting issues to Peplink engineers − Advocate to Peplink for and assist in the creation of customized BR l firmware versions for CSP needs, including but not limited to support for OVR/Camera hardware, UConnect 12.l , and future peripherals and hardware
