About this file
This is a Rate Sheet (Exhibit B-1) for a rebid solicitation issued by the California Department of Corrections and Rehabilitation (CDCR) for brine line inspection, video recording, and cleaning services at the California Institution for Men (CIM) in Chino, California. The contract requires the contractor to furnish all labor, supplies, materials, equipment, tools, transportation, insurance, licenses, and permits necessary to inspect, video record, and clean approximately two miles of brine discharge piping at the facility. The scope of work is divided into six distinct line items: brine waste tank cleaning during designated business hours (96 estimated hours), brine holding tank cleanings during designated business hours (192 estimated hours), emergency repairs during designated business hours (32 estimated hours), emergency repairs after designated business hours (32 estimated hours), Phase I inspection of brine line (4 estimated events), and Phase II cleaning of brine line (4 estimated events). Bidders are required to complete all highlighted cells in the Excel version of the Rate Sheet and must bid a dollar amount for each item, with zero-dollar bids interpreted as performing services at no cost to the State.
Pricing for this solicitation must be submitted in U.S. currency and must encompass all expenses necessary to perform the services, including travel time and per diem, which should be incorporated into the hourly and per-event rates at the time of bidding. The quantities listed on Exhibit B-1 are estimates only, and the State reserves the right to omit portions of work as deemed necessary. Contractors may offer a discount on invoices to expedite payment within thirty days of receipt, with discounts required to be at least one percent of the invoice amount and a minimum of fifty dollars; in the event of tie bids, the highest discount offered will prevail as the basis for award. All prices must be printed in ink or typewritten, and failure to indicate a dollar amount in any item will result in rejection of the entire bid.
