About this file
This is a Rate Sheet (Exhibit B-1) for traffic signal maintenance, inspection, and repair services issued by the California Department of Corrections and Rehabilitation (CDCR). The services cover the traffic signal system located at the intersection of Austin Road and the main entrance to the California Health Care Facility (CHCF) in Stockton, California. The contract scope includes furnishing all labor, materials, permits, licenses, non-consumable supplies, transportation, and equipment necessary to perform repairs, maintenance, and inspections. Maintenance and inspection services are performed quarterly on multiple types of equipment, including traffic light posts with street light fixtures, traffic light cabinets, five-light towers, and three-light towers. Repair services are offered at hourly rates for work performed during normal business hours and outside normal business hours, with separate rates for emergency call services. The rate sheet requires bidders to complete all highlighted cells with specific dollar amounts for each line item, with an estimated annual parts cost of $30,000.
Bidders are required to provide pricing in U.S. currency for all items, with travel time and per diem included in the quoted rates. Any item left blank or bid at zero dollars will result in bid rejection or, if zero is bid, the bidder must perform that service at no cost to the State. The State has indicated that estimated quantities are for bid comparison purposes only and reserves the right to omit portions of work as deemed necessary. Bidders may offer a discount of at least one percent on invoices received and accepted by CDCR for payment within thirty days of receipt, with a minimum discount of $50. In the event of tie bids, the highest discount offered may be used as a basis for award determination.
