About this file
This Statement of Work document outlines an Environmental Systems Research Institute (ESRI) Enterprise Software Maintenance Agreement (ESMA) renewal between the Department of Water Resources (DWR) and an ESRI contractor, with eligibility extended to 23 additional California state agencies, boards, commissions, and conservancies. The agreement provides maintenance renewal support, software deployment authorization, and user conference registrations for a comprehensive suite of ESRI products including ArcGIS Enterprise, Desktop applications, Server products, and various specialized extensions and add-on applications. The contract term is one year, effective July 1, 2026 through June 30, 2027. The scope includes unlimited deployment quantities for Esri Flex products, capped quantities for desktop and rolled-in products as specified in the deployment schedule, 30 conference registrations, and authorization for up to eight Tier-Two support callers. DWR will establish a Tier 1 support center and designate up to ten individuals for direct Tier 2 technical support contact, while the contractor will provide automatic software updates and standard warranty coverage throughout the contract term.
Invoicing occurs annually upon the effective date and at the start of each payment term thereafter, with payments due within 45 days of invoice submission to the DWR Accounting Office. Upon contract completion and full payment, all deployed software licenses (excluding Term/subscription licenses) will vest to perpetual status. The contractor's responsibilities include delivering updates automatically as they become available, maintaining technical support and updates throughout the term, and authorizing deployment of specified license quantities at no additional cost to DWR. DWR must provide annual deployment reports to the contractor and ensure compliance with U.S. export restrictions. The agreement is subject to the Budget Act appropriations clause, permitting the State to cancel the agreement if sufficient funding is not appropriated, with no liability to either party in such circumstances.
