About this file

This is a Scope of Work and Specifications document from the Oregon Department of Transportation, Fleet Operations and Services, detailing requirements for the procurement of seven battery electric Chevrolet Silverado EV WT max range pickup trucks or approved equivalents. The vehicles will be deployed statewide for highway maintenance operations across diverse terrain ranging from near sea level to 8,000 feet elevation and must remain fully operational in all weather conditions. The specification document establishes detailed requirements for vehicle equipment, electric propulsion systems, battery specifications, and charging capabilities, including dual electric motors with regenerative braking, a ~170kWh usable 800-volt liquid-cooled lithium-ion battery, and charging capability at Level 2 (19.2 kW or higher) and DC Fast Charging (180 kW or higher). All vehicles must be new, current production models painted in standard white, equipped with manufacturer's standard options including air conditioning, integrated trailer brake controller, and rearview camera, along with matching spare wheels and dual-mode portable charging cords compatible with both 120-volt and 240-volt outlets.

The procurement is funded through Federal Highway Administration Grant funding and must comply with applicable federal, state, and industry standards including OSHA, EPA, SAE, ISO, and ANSI regulations. Delivery must be completed within 180 days of purchase order issuance, with monthly written manufacturing status reports required beginning the month following order receipt. ODOT reserves the right to conduct pre-delivery inspections and has 14 calendar days from delivery to inspect and accept or reject goods, with a 14-day cure period allowed for defects. The contractor must transfer all manufacturer warranties to ODOT at no charge, provide comprehensive documentation including owner's manuals and dealer invoices at delivery, and assume all shipping, handling, and damage responsibility. Failure to meet delivery timelines or specification requirements may result in order cancellation and procurement from alternative sources at the contractor's financial liability.
