Intermediate RFP #S-10700-00004052 Earthquake and Flood Resilience Assessment Services

EXHIBIT A

SCOPE/STATMENT OF WORK

Scope of Work for DCS Earthquake Flood Resilience Assessment.

Upon opening the co-location services building, the Oregon Military Department made an inquiry as to if an earthquake and flood assessment had ever been performed for the Data

Center building located at 530 Airport Road SE, in Salem Oregon.

DAS SDC reported back to the Military Department that an assessment has not been performed for the Data Center location. Data Center Director, James Foster asked for an earthquake and flood resilience assessment to be performed.

The City of Salem Natural Hazards Mitigation Plan identifies winter storms, windstorms, floods, and earthquakes as the leading hazards potentially impacting the City of Salem.

The winter storm and windstorm hazards are tied for highest total threat score but are not anticipated to significantly impede operation of the Data Center.

Earthquake hazard is ranked first in severity of impact and second in relative risk. Flood hazard is ranked second in severity of impact and first in relative risk.

The Scope/Statement of Work is as follows:

Preliminary Earthquake Resilience Assessment

1.1 Conduct a building site visit and survey to observe the current conditions and collect as-built information.

1.2 Perform a preliminary seismic assessment of the building, using the ASCE 41-17 Seismic Evaluation and Retrofit of Existing Buildings Tier 1 Procedure for Immediate Occupancy and Life Safety performance objectives at BSE-1N and BSE-2N hazard levels.

1.3 Identify buildings seismic deficiencies and anticipated performance during an earthquake.

1.4 Identify a list of potential dependencies that will impact the functional recovery of the Data Center.

1.5 Prepare a technical memorandum to summarize the findings and provide DAS SDC a written report of all findings.

1.6 Present assessment findings via conference call scheduled by DAS SDC.

Preliminary Flood Resilience Assessment

2.1 Conduct a building site visit to observe the building’s current conditions and collect as built information related to flood risk.

2.2 Review FEMA and Salem’s local flood maps to estimate the extent of one hundred (100) and five hundred (500) year flood zones and estimate flood inundation depths for one hundred (100) and five hundred (500) year floods.

2.3 Perform a preliminary flood impact assessment of the building.

2.4 Identify building deficiencies and anticipated performance during one hundred (100) and five hundred (500) year flood events.

2.5 Identify a list of potential dependencies that will impact functional recovery of the Data Center.

2.6 Prepare a technical memorandum to summarize our findings and provide DAS SDC a written report of all findings.

2.7 Present assessment findings via conference call scheduled by DAS SDC.
