About this file

This is a Project Manual prepared by RRMM Architects for Spotsylvania County Public Schools' Livingston Elementary School Drainfield Replacement project, located at 6057 Courthouse Road, Spotsylvania, Virginia 22551. The project involves the complete replacement of an existing sewage drainfield system along with all associated controls, wiring, regrading, and seeding of the impacted area. The Invitation for Bid (IFB) number is 07292026-1400, with RRMM Project Number 24249-01. The work will be performed under a single prime contract. The project will proceed while the Owner maintains occupancy of the premises, with construction activities restricted to 7:00 a.m. to 7:00 p.m., Monday through Friday, unless otherwise approved. Contractors must provide not less than 72 hours' notice to the Owner of activities that will affect Owner operations. The Architect, RRMM Architects, is located at 1317 Executive Boulevard, Suite 200, Chesapeake, Virginia 23320, with the Owner's Representative being Russell Davis, Director of Maintenance and Operations for Spotsylvania County Public Schools. The drainfield design was completed by SOILS Inc., a drainfield design consultant based in Marshall, Virginia. The Project Manual was prepared as of July 9, 2026.

The specifications establish comprehensive requirements for contract administration, including detailed procedures for substitutions, contract modifications, payment processing, project management, construction progress documentation, and submittal procedures. Substitutions will not be accepted unless submitted for review prior to bidding and approved in advance by SOILS Inc., with any approved substitutions noted by addendum. Contractors must maintain a detailed schedule of values coordinated with the construction schedule, submit applications for payment on a regular basis with supporting documentation including mechanic's lien waivers, and conduct all quality control and testing services as specified. Key administrative requirements include conducting a preconstruction conference within 15 days of execution, maintaining daily construction reports, submitting a CPM-based construction schedule within seven days of the Notice to Proceed, and coordinating all work through bimonthly progress meetings. The Project Manual emphasizes strict compliance with quality assurance and quality control procedures, proper documentation of all construction activities, and coordination with the Owner to minimize operational disruptions.
