About this file
This is an Exhibit displaying Limitations on Subcontracting requirements applicable to the solicitation. The document establishes subcontracting restrictions for small business concerns responding to the RFQ for installing 3M S80 clear security film on 176 window panels at the Southern Horticultural Research Unit in Poplarville, Mississippi. As this is a Total Small Business Set-Aside under NAICS code 238150 (Glass and Glazing Contractors) with a size standard of $19 million, the limitations on subcontracting clause restricts the percentage of work that the prime contractor may subcontract to other firms. These restrictions are designed to ensure that small business concerns performing the work retain a meaningful portion of the contract value and maintain primary responsibility for the core contract performance, thereby supporting the statutory objectives of the small business set-aside program.
