About this file

Exhibit A is a Specifications document for Request for Proposal (RFP) 166-25 issued by the Massachusetts Bay Transportation Authority (MBTA) for a compressor supply and installation project at the Everett Maintenance Facility. The MBTA requires a complete compressed air system to support four Diesel Particulate Filter (DPF) cleaning machines in the Everett Repair Bays. The project involves supplying and installing an air-cooled, oil-injected rotary screw air compressor with a minimum 600-700 CFM capacity, a 400-gallon vertical ASME-coded receiver tank, and a refrigerated air dryer. The contractor will be responsible for complete installation, including vibration isolation mounts, piping, electrical work, and equipment commissioning.

The specification document outlines detailed technical requirements for the compressed air system, including performance specifications, environmental operating conditions, and warranty terms. The equipment must operate in ambient temperatures ranging from 40°F to 95°F with up to 95% non-condensing humidity. The contractor must provide a minimum 1-year service and maintenance plan and a manufacturer's warranty covering defects in materials and workmanship, with a 5-year warranty on the compressor airend. All equipment must comply with applicable codes and standards, with electrical components UL listed and pressure vessels ASME coded. The system is designed to ensure continuous operation of emissions control maintenance activities in the repair facility.

Exhibit A: Specifications

RFP 166-25: Everett Maintenance Facility – Compressor Supply and Installation

Purpose

The Massachusetts Bay Transportation Authority (MBTA) requires the supply and installation of a complete compressed air system to support four Diesel Particulate Filter (DPF) cleaning machines located in the Everett Repair Bays, Everett, Massachusetts. The system must deliver reliable, high-quality compressed air under demanding shop conditions to ensure continuous operation of emissions control maintenance activities.

1. Rotary Screw Air Compressor

• Type: Air-cooled, oil-injected rotary screw.

• Capacity: Minimum 600–700 CFM at 100 PSIG to support four Diesel Particulate Filter

(DPF) machines (each requiring at least 120 CFM at 100 PSIG), with reserve capacity.

• Motor & Drive: Minimum 125–150 HP motor. Unit shall be equipped with a Variable

Frequency Drive (VFD) to optimize energy efficiency under varying demand

• Noise & Heat: The compressor shall have a maximum sound level of 80 dBA or less at 1 meter, as specified by the manufacturer.

• The supplier shall also provide heat rejection data. The unit shall be designed for operation in Everett repair bay conditions and shall include provisions for adequate ventilation.

2. Receiver Tank

• Design: Vertical ASME-coded air receiver, approximately 400 gallons, sized for compressor output.

• Orientation: Vertical configuration required due to space constraints.

• Accessories: Drain valve, safety valve, pressure gauge.

• 3. Refrigerated Air Dryer

• Capacity: Sized to handle full compressor output.

• Performance: Deliver pressure dew point of 38–40°F or better.

• Filtration: Include pre- and after-filtration, with minimum 1 micron particulate and oil-coalescing filter to protect sensitive equipment.

3. Refrigerated Air Dryer

• Capacity: Sized to handle full compressor output.

• Performance: Deliver pressure dew point of 38–40°F or better.

• Filtration: Include pre- and after-filtration, with minimum 1 micron particulate and oil-coalescing filter to protect sensitive equipment.

4. Installation Scope

• Contractor shall provide complete installation, including but not limited to:

• Vibration isolation mounts on the existing concrete pad as recommended by the manufacturer.

• All piping and connection work to the four DPF machines.

• Electrical power run-up, conduit, disconnects, and controls integration.

• Commissioning of equipment and operator training.

5. Service & Maintenance

• Contractor shall provide a minimum 1-year service and maintenance plan performed by the OEM or a certified service provider.

• Plan shall include scheduled preventive maintenance, inspections, adjustments, lubrication, and replacement of consumable items (e.g., oil, filters, belts) necessary to keep the system in proper operating condition.

• Maintenance plan shall begin upon commissioning of the system.

6. Warranty & Compliance

• Manufacturer shall provide a minimum 1-year full package warranty covering defects in materials and workmanship, and a 5-year warranty on the compressor airend.

• All pressure vessels shall be ASME coded.

• Electrical components shall be UL listed or equivalent.

• All equipment shall comply with applicable codes and standards.

7. Environmental Operating Conditions

• The compressor and all associated equipment (receiver, dryer, and filtration system) shall be suitable for continuous operation in the Everett Repair Bays, Everett, Massachusetts.

• Equipment shall be rated for operation at ambient conditions ranging from 40°F to 95°F with relative humidity up to 95% non-condensing, or better, as documented by the manufacturer.

• All enclosures, controls, and components shall be appropriately protected against corrosion and moisture ingress (minimum NEMA 12 / IP54 or equivalent).
