About this file
This document is an exhibit questionnaire for the Employment First (EF) Third-Party Partner (TPP) Request for Proposals issued by the State of Colorado for Federal Fiscal Year 2027. The questionnaire establishes evaluation criteria and information requirements for organizations seeking to serve as third-party partners in the EF program, which aims to help SNAP clients achieve employment and financial independence. Prospective bidders must provide comprehensive responses addressing organizational experience, federal grant experience, program operational details, and demonstrated outcomes across multiple service areas including outreach, case management, program activities, and supportive payments. The questionnaire requires documentation of organizational alignment with EF goals, staff qualifications, client outcome data for the past three fiscal years, and detailed descriptions of how the organization will serve able-bodied adults without dependents (ABAWDs) and manage the required 12-hour monthly level of effort for participants.
The financial and operational requirements outlined in the questionnaire include comprehensive documentation of budget allocation and expenditures for the previous three program years, detailed accounting procedures to prevent duplicate federal funding, and fiscal monitoring processes. Organizations must demonstrate financial capacity and sustainability independent of EF funding while clarifying how EF funds will supplement rather than replace existing services. Respondents must provide oversight and monitoring procedures, including staffing designated for Colorado Benefits Management System (CBMS) data entry and case note documentation, with capacity to produce quarterly monitoring reports. The questionnaire requires specific outcome metrics including employment placement rates, job retention at three, six, nine, and twelve-month intervals, training completion rates, and industry-recognized skills attainment, with data presented for the previous three fiscal years to demonstrate organizational effectiveness and continuous improvement capabilities.
