About this file

This is a Request for Proposal (RFP) questionnaire for the Employment First (EF) Third-Party Partner (TPP) program administered by the State of Colorado. The document serves as an evaluation tool for organizations seeking to become third-party partners in delivering employment and financial independence services to SNAP clients. Prospective bidders must provide comprehensive responses addressing organizational experience, federal grant management, program implementation details, client outcomes, financial capacity, and oversight mechanisms. The questionnaire requires submission of historical data spanning three federal fiscal years, including budget allocations, expenditures, client enrollment figures, and employment retention metrics at 3, 6, 9, and 12-month intervals. Organizations must demonstrate alignment with EF's mission, describe their staffing models and qualifications, outline case management processes, and detail their approach to serving Able-Bodied Adults Without Dependents (ABAWDs) who must meet 80-hour monthly work requirements.

The financial capacity section requires bidders to demonstrate proper segregation of federal and non-federal funds, explain non-federal funding sources that will supplement EF grants, and confirm organizational viability independent of EF funding. Organizations must detail their supportive payment processes, including authorization procedures and expense documentation requirements, and describe how they connect clients to external resources and services. The questionnaire mandates quarterly monitoring report capabilities and requires identification of staff responsible for data entry and outcome reporting in Colorado's Benefits Management System (CBMS), including their tenure and proficiency level. Additionally, bidders must submit an organizational chart, a Program Operations (PO) Plan in Exhibit B, and provide evidence of continuous improvement initiatives, internal fiscal monitoring processes, and program monitoring frequencies to ensure compliance with federal requirements and performance metrics.
