About this file

This document is a Procurement and Fabrication Specification for PIP-II Cryomodules Gate Valves, issued by Fermi National Accelerator Laboratory. The specification details requirements for fabricating three types of gate valves: 9x DN40 All-Metal Gate Valves (FC0090402), 18x DN63 All-Metal Gate Valves (FC0105303), and 7x DN40 All-metal Gate Valves with asymmetrical flanges (FC0140115). The valves must be made of stainless steel 316L, feature metal seals, include pneumatic actuators with solenoid valves and position indicators, and meet strict technical specifications including leak rates below 1 × 10−10 mbar l/s, pressure range of 2 bar, and ability to withstand 20,000 operational cycles.

The related Request for Proposal (RFP #367660-RK) seeks qualified manufacturers to fabricate these gate valves, with proposals due by May 15, 2025. The solicitation is unrestricted, with a NAICS code of 334419 and a small business size standard of 750 employees. Vendors must submit a two-part proposal including technical capabilities demonstrating manufacturing expertise, delivery schedules, quality control plans, and past project experience. The valves will be delivered Duty Paid (DDP) to Fermilab in Batavia, IL, with the award expected to be made based on the most responsive and responsible offer representing the best value to the Department of Energy's Fermi National Accelerator Laboratory.

1 Scope

The PIP-II linac will house a total of 23 CMs and each cryomodule will be equipped with 2x gate valves connected to the beamline volume. It is critical that these all-metal gate valves will be manufactured by a vendor with experience in the international accelerator community and a proven track record. The present specification is intended to inform the procurement of quantity 9x DN40 All-Metal Gate Valves

(FC0090402), quantity 18x DN63 All-Metal Gate Valves (FC0105303), and quantity 7x DN40 All-metal Gate

Valves with asymmetrical flanges (FC0140115). All gate valves will utilize removable pneumatic actuators with solenoid valves and position indicators.

Fermilab is requesting that offerors provide firm-fixed pricing for DDP shipping (HTS code 8543.90.88.45) as part of their firm-fixed-price proposal to the RFP.

The solenoid valve on all three types of gate valves must include a position indicator, with electrical connections for remote monitoring. It must be capable of indicating whether the gate valve is open or closed.

6.2 Cleaning procedure

The gate valves should be cleaned to the standard required for an ISO 6 cleanroom and delivered in double-bagged packaging, using cleanroom compatible powder free bags. The cleaning procedure should be High Purity level.

The proposed cleaning procedure includes the following steps:

1. DI water rinse.

2. 99.9% pure Isopropyl alcohol rinse.

3. Use a solution of UPW and detergents* in the ultrasonic cleaner for at least 30 minutes.

4. Use ultrapure water (UPW) in the ultrasonic cleaner for at least 30 minutes.

5. Rinse thoroughly with running UPW after the ultrasonic cleaning.

6. Dry blow using particle free N2.

7. Assemble and double bag in ISO 6 cleanroom.

The Vendor shall communicate the extent to which they are able to perform the proposed procedure. Any deviation from this procedure shall be communicated in advance and accepted by Fermilab representatives.

*Liquinox liquid detergent is suggested. Other liquid detergent, which are proven to be compatible, can alternatively be used.

The Manufacturer should communicate to Fermilab representatives to which extent they are able to perform this procedure. Any eventual deviation from it shall be approved by Fermilab representatives in advance.

6.3 Packaging

All the components shall be prepared for shipment in accordance with commercial practice and in compliance with applicable rules and regulation pertaining to the handling, packaging, and transportation of the product to ensure carrier acceptance and safe delivery. Each component shall be individually wrapped in low density polyethylene bags.

Fermi National Accelerator Laboratory 13

Wooden or plastic containers that prevent impact damage and bending shall be used. Sharp fasteners that penetrate the container, such as nails or screws, shall be avoided, and in any event, provisions shall be made that inadvertent penetration of points cannot come into contact with the components. Banding shall be applied in such a way that the bands must be removed if the container is opened. A marking shall be applied to the bands that identifies the manufacturer or manufacturer’s shipping agent, to indicate if the bands may have been replaced (e.g., as a result of customs inspection).

Shipping configuration shall be communicated and accepted by Fermilab representatives in advance of the shipment.
