About this file

This is a Statement of Work (SOW) for the procurement, assembly, inspection, packaging, and delivery of electronics repair kits and components for the Naval Undersea Warfare Center (NUWC) Division Keyport Code 452, supporting the Miniature/Microminiature Module Test and Repair (2M MTR) Program. The contract is a five-year base requirement with no options, and the government anticipates multiple delivery awards. The vendor must provide kitted items by Contract Line Item Numbers (CLINs) and individual components via Delivery Orders, with five-year pricing provided on Exhibits C and D. There are 24 CLINs containing 515 total line items, with CLINs 0001-0021, 0023, and 0024 designated as kit CLINs and CLIN 0022 as an individual parts CLIN.

The vendor is responsible for acquiring, assembling, inspecting, packaging, and shipping kits to Continental U.S. (CONUS) and outside Continental U.S. (OCONUS) addresses within 90 days after receipt of order (ARO). Shipping is Free on Board (FOB) destination with freight prepaid by the vendor. Each kit CLIN must be packaged and shipped as individual units, even for multiple quantity orders, with specialized packing requirements for CLINs 0001-0005 utilizing palletized tool foam inserts and conductive storage boxes. CLINs 0001-0004 and 0023 use Flambeau conductive black compartment boxes loaded with small parts and consumable items per specified diagrams. The vendor must maintain electronic inventories, provide monthly status reports to the Procuring Contracting Officer (PCO) and Technical Point of Contact (TPOC), and notify them of shipping and tracking information within three days of shipment. Many components are manufacturer and part number specific and non-substitutable; proposed substitutions require written approval. The vendor shall notify the government of any obsolete or unavailable items and submit a Request for Substitution for approval.

1.0 GENERAL

1.1 Background

Naval Undersea Warfare Center (NUWC) Division Keyport Code 452 requires support in the procurement, kitting, and shipping of equipment, tools, and materials for the Miniature/Microminiature (2M), Module Test and Repair (MTR) Program In-Service Engineering Agent (ISEA). Code 452 is a NUWC Detachment, located in Portsmouth, Virginia on St. Juliens Creek Annex

The vendor shall provide the required items in accordance with (IAW) Contract Line Item Numbers (CLINs) per Exhibit B and cited in written Delivery Orders (DO’s) issued by the Government within the scope of this Statement of Work (SOW) Exhibit A and the resulting contract.

The Government will utilize this contract to purchase kitted items by CLIN and also to purchase specific individual components, which are itemized under a separate CLIN. The vendor shall provide five-year CLIN and individual item pricing on Exhibits C and D.

There will be a five-year base requirement and no options. The government anticipates multiple delivery awards on this contract.

Shipping is Free on Board (FOB) destination. The vendor pays all freight charges and is liable for goods that are lost, damaged, or destroyed during shipment.

The vendor shall ensure that each kit CLIN is packaged and shipped as an individual kit. Multiple quantity orders of the same CLIN kit (or CLIN item) shall also be packaged as single kits for shipment as most shipments have multiple destinations. Each single kit may require a single box, container, or pallet or may require multiple boxes, containers, or pallets. No bulk shipments of multiple quantity kits will be allowed without written approval of the Government.

1.2 SCOPE

This SOW describes the requirements for the procurement, fabrication, assembly, inspection, packaging and delivery of electronics repair kit CLINs or individual component CLIN items for the 2M MTR program in the quantities identified in each Delivery Order. The electronics repair kits shall include all component parts necessary to meet program requirements as defined in this SOW and applicable exhibits.

If conflicts between drawings, Exhibits, or SOW requirements are identified, the vendor shall notify the Procuring Contracting Officer (PCO) and the Technical Point of Contact (TPOC) in writing for interpretation, clarification, and resolution.

3.0 REQUIREMENTS

3.1 General

The vendor using commercial sources and Government drawings listed in Exhibits cited in Section 2, shall acquire, receive, assemble, inventory, package, and ship 2M MTR Electronics Repair kits to various continental U.S. (CONUS) and outside of continental U.S (OCONUS) addresses as identified in each delivery order.

Exhibit A Page 4 of 17

There are twenty-four CLINs. CLINs 0001-0021, CLIN 0023, and CLIN 0024 are kit CLINs. CLIN 0022 is an individual parts CLIN, which may contain line items from CLINs 0001-0024 and/or items unique to CLIN 0022. There are 515 total line items making up the 24 CLINs.

3.2 Substitutions

Many component parts contained in each CLIN are manufacturer and part number specific and may not be substituted for an alternate manufacturer or part number. Items with TRUE in the Substitutable Item Column of Exhibit B identify items as substitutable with a fit, form and function equivalent item. All proposed substitutes must be approved in writing by the PCO and TPOC. Exhibit S identifies salient characteristics of substitutable items.

3.3 Item Obsolescence

The vendor shall notify the PCO and TPOC in writing in the event any CLIN item becomes obsolete or unavailable during the period of performance.

The vendor shall submit a Request for Substitution in vendor format to identify the obsolete part and provide information on the proposed replacement item including proposed replacement part vendor brand, part number, component specifications and data, cost impact, impact to tool foam inserts, and impact to delivery schedule. The Government TPOC shall assist the vendor in finding replacement items as required.

The Government shall review and approve/disapprove each Request for Substitution. Upon approval, an increase or decrease in cost will be negotiated based on the evaluation of supporting documentation provided by the vendor. The PCO shall direct the course of action after a thorough TPOC technical review to verify the replacement components will meet 2M MTR Program mission requirements.

3.4 Long Lead Time Items

Long-lead time items are items which cannot be ordered, received and delivered within the 90-day after receipt of order (ARO) contract delivery period. In these cases, the PCO may extend the delivery period; order the items on a separate delivery order and adjust the CLIN cost; or provide the item to the vendor as Government Furnished Material.

3.5 Assembly of CLINs

Each CLIN shall be assembled IAW the CLIN matrix found in Exhibit B. Each CLIN is listed horizontally with the CLIN contents listed vertically under it.

Exhibit A Page 5 of 17

3.5.1 PACE Part Numbers and Bill of Materials (BOMs)

CLINs 0006-0010 are commercial soldering systems manufactured by PACE Incorporated and make up the baseline for 2M kits CLIN 0001 and CLINs 0003-0006. CLINs with Pace BOMs/kits are easily recognizable by the Pace part number, formatted (8007-XXXX), in the applicable CLIN quantity cell. The number following the parentheses is the quantity for the line item, e.g. (8007- XXXX) 1 means quantity of one. PACE System CLIN 0001 is color coded in Exhibit B. Exhibits E through H provide a BOM for each PACE system part number. Each PACE BOM is duplicated on Exhibit B. The vendor shall inventory each PACE system part number 8007-0528, 8007-0138, 8007-0596 and 8007-0597 per the respective BOM and return the contents to the original PACE carton except for CLIN 0005 and CLIN 0024, which are packed directly into the transit case.

In general, Pace BOM(s) are supplemented with additional items to complete each CLIN.

Discrepancies in PACE BOMs shall be resolved directly with the manufacturer prior to delivery.

3.5.2 FABRICATIONS AND MODIFICATIONS

Although most of the items available for purchase on this contract are designated by a commercial part number, there are nine items that must be manufactured or modified according to drawings or assembled according to a BOM. They are listed in Table 1 and identified in Exhibits I through M.
