About this file
This is an Exhibit A document containing Computer-Aided Design and Drafting (CAD) Standards for the City of Seattle Department of Finance and Administrative Services (FAS), applicable to the On-Call Structural and Seismic/Disaster Engineering Services contract. The standards establish mandatory technical requirements for all consultant-produced CAD drawings and deliverables, ensuring compatibility and consistency across the City's building portfolio. Consultants must create drawings using software compatible with AutoCAD release 2021.1 on Microsoft Windows operating systems, adhering to the American Institute of Architects (AIA) CAD Layer guidelines as defined in the United States National CAD Standard V5. All drawings must be submitted in AutoCAD .dwg format and Adobe Acrobat PDF on CD-ROM, flash drive, email, or Dropbox. The standards specify detailed layering conventions for various building elements including structural, architectural, electrical, fire protection, and interior components, with designated color and linetype assignments for each layer. Drawings must be produced at full scale with a common origin point, associative dimensions, proper entity colors defined by layer, and differentiation between existing, new, and demolished construction for renovation projects.
Upon project completion, consultants must deliver updated AutoCAD files with as-built information, purged of extraneous elements and unused blocks or linetypes, accompanied by Adobe Acrobat PDF files of all drawing sheets and a readme.txt documentation file containing project information, files listing, fonts used, and all non-AutoCAD software employed. The standards establish specific origin points for three Seattle municipal buildings: Seattle City Hall at the intersection of column grid lines F & 1, Seattle Municipal Tower at grid lines E & 11, and Seattle Justice Center at grid lines E & 1. Project Managers may waive AutoCAD file requirements where production is impractical or inappropriate, such as for standard details, manufacturers' catalog sheets, or shop drawings, and may grant exceptions to requirements as deemed necessary.

EXHIBIT A
Computer-Aided Design and Drafting (CAD) Standards for the Dept. of Finance and Administrative Services ver. 8/09/2
All Consultant computer-aided design and drafting services and deliverables shall conform the City CAD standards described below:
1.0 CAD SOFTWARE STANDARDS
1.1 CAD Application Required - CAD drawings may be created using any software capable of meeting the defined standards, but must be compatible with AutoCAD release 202 .1. as written and licensed by Autodesk Inc. Additional CAD software or add-on software packages shall not be employed if their use creates proxy objects or other entities which cannot be manipulated using only AutoCAD. Consultants using software other than AutoCAD will be asked to purge all the proxy objects and re-submit their drawings.
1.2 Operating System Required - Files shall be in a format compatible with the Microsoft Windows operating system.
Compatibility of files created on computers using other operating systems shall be verified prior to delivery.
2.0 CAD FILE CONTENTS & ORGANIZATION
2.0 Layering Standards - All CAD file layers used shall conform to the format specified by the American Institute of Architects (AIA) “CAD Layer guidelines”, as defined in United States National CAD Standard V5 (www.nationalcadstandard.org/ncs5/pdfs/ncs5_uds1.pdf) The Layer Names shown below provide examples for the use of Major and Minor Group field code:

This set of layers is not intended to exhaustive; consultants may add as needed provided they adhere to the NCS/AIA Standard Format.
2.2 Drawing scale. All drawings shall be drawn at full scale. When a drawing contains elements to be plotted on the same sheet but at differing scales, either paper space shall be used or details shall be as separate drawing files, at full scale, and inserted at appropriate scale factors.
2.3 Drawing origin. Site plans, building plans and the plans for specific disciplines shall all have the same origin point, such that drawings can be overlaid exactly. Drawing elements shall all lie in the positive portion of the drawing coordinate system.
2.4 Drafting accuracy. Lines and entities that are designed to meet or intersect shall be “snapped” to ensure accurate connections and relationships.
2.5 Dimensions. Dimension shall be associative, relating directly to the actual dimensions of CAD entities. The values of dimensions shall not be edited by hand.
2.6 Fonts and external references. All fonts and external reference files that are used in the drawing files shall be included with their respective drawings. Wherever feasible, only standard AutoCAD fonts will be used; non-standard fonts which cannot be provided without violating software licensing agreements or copyright regulations shall not be used. Font and external reference addresses shall be relative to the delivery disk, not to an “absolute” directory on the original system.
2.7 Drawing Entities. Entity colors shall be defined “by layer”, not by entity. CAD Drawing files for projects involving renovations shall differentiate between existing, new, and demolished construction.
2.8 Exploded Entities. Entities that are created as blocks or groups shall remain in this form. Text, dimensions and blocks shall not be exploded, either manually or automatically during a conversion process.
3.0 PROJECT DOCUMENTATION
3.1 Submittal Format. All graphic document submittals shall be provided in AutoCAD .dwg format and Adobe Acrobat
PDF.
3.2 Media. Files shall be submitted on CD-ROM, Flash Drive, via e-mail attachment or Dropbox with instructions.
3.3 Title-blocks. The FAS standard title-block shall be used for all contract document submittals. Copies these title-blocks, in AutoCAD format, are available from the Project Manager. The content and formatting of all title blocks associated with a given drawing set shall be consistent. All title blocks shall contain the City of Seattle’s Public Works project number (if one has been assigned), the date on which the drawing was last edited, the street address associated with the project, the total number of sheets in the drawing set, and the sequential position of the drawing in the set (i.e.
“Sheet 1 of 40”).
3.4 Lineweights. Printed line quality and thickness are determined by the color assigned to an entities layer and the line weight associated with it in the AUTOCAD .ctb file used when plotting.
3.5 Exceptions. The requirement to provide AutoCAD files for submittals may be waived by Project Managers where the production of said drawings are impractical and/or inappropriate, or for portions of a drawing set such as standard details, manufacturers’ catalog sheets, shop drawings and other drawings not typically produced using CAD. Exceptions to some or all these requirements may be granted by the Project Manager.
3.6 Project Record Drawings – The following deliverables shall be sent to FAS upon project completion:
3.61 AutoCAD Drawing. Files in .dwg format for contract documents, updated with “as-built” information. CAD files shall not contain layout lines or other extraneous elements. Files shall be purged of unused blocks, linetypes, fonts, or similar elements.
3.62 Adobe Acrobat PDF. Files for all project drawing sheets and specifications.
3.63 Documentation. File A text file named “readme.txt” that contains information about the project and the associated computer files shall be included with the drawing and project files on the delivery disk(s) or as an email attachment. At a minimum, this file shall contain the following:
Project Information:
- FAS project number, PWCC project number, and project title
- Client Agency, facility, and building
- Consultant name, address, and phone number
- Project Manager and Client Agency contact person
- Contractor name, address, and phone number
- Scope of work
Files Listing:
- Drawing files, including brief description of each
- Font shape files, including a brief description of the character type of the font
- A list of all non-AutoCAD software used in the production of the submittal, including any add-on packages
4.0 Common Origin Point
4.1 All visual entities are placed a drawing in relation to the “Origin Point” (0,0). For the buildings included in the scope of this project, all CAD drawing files are set to the following origin points:
Seattle City Hall (SCH) – Intersection of column grid lines F & 1 (Center of Column at NW corner of building) Seattle Municipal Tower (SMT) – Intersection of column grid lines E & 11 (Center of SW “super column”) Seattle Justice Center (SJC) – Intersection of column grid lines E & 1 (Center of Column at NW corner of building)
