About this file

This document is a Request for Quotation (RFQ # 25-124) for an Enterprise Software Maintenance Agreement (ESMA) between the Department of Water Resources (DWR) and Environmental Systems Research Institute (ESRI). The agreement provides maintenance renewal support for ESRI software products, including ArcGIS Enterprise, ArcGIS Online, and various extensions and user types, with deployment authorization for multiple software licenses. The contract term is from July 1, 2025, through June 30, 2026, and covers DWR and 24 additional eligible California state agencies, boards, commissions, and conservancies. The agreement includes 30 Esri International User Conference registrations and 8 authorized Tier-Two Standard Support callers.

The contract allows for flexible software deployment using an "Esri Flex" model, which provides the right to deploy quantities as needed throughout the agreement term. The pricing includes perpetual and annual subscription products across various user types, with a total of 300,000 ArcGIS Online Service Credits. The invoicing will be done annually, with undisputed invoices to be approved within 45 days of receipt. The agreement includes a budget contingency clause that allows cancellation or amendment if sufficient funds are not appropriated, and the contract is subject to standard state government payment and invoicing procedures.
