About this file

This is a Medicare Part D Pharmacy Network specification document for Volusia County, Florida's Request for Proposal for Medicare Supplement and Part D Pharmacy Insurance services. The solicitation requires contractors to provide Medicare Supplement Plans F, G, and N along with a comprehensive Medicare Part D Employer Group Waiver Plan (EGWP) effective January 1, 2027, to serve eligible Medicare retirees and their spouses across the county and participating agencies. Contractors must establish and maintain a minimum pharmacy network including major chain providers such as CVS Pharmacy, Walgreens Pharmacy, Publix Pharmacy, Walmart Pharmacy, Target Pharmacy, and other specified pharmacies listed in the attachment. The proposal deadline is May 11, 2026, at 3:01 p.m. through the County's eProcurement portal, with a question submission deadline of April 27, 2026. The contract term is five years with an optional five-year renewal contingent upon mutual written agreement and County Council approval. All costs must remain firm for 120 days from solicitation opening.

The Medicare Part D plan requires a $0 deductible with tiered copayments of $15 for generic drugs, $35 for preferred brand medications, and $55 for non-preferred brand and specialty drugs, with approximately 100 medications to be classified into five tiers. Combined Medicare Supplement Plan N and Part D Pharmacy premiums must be lower than the County's current monthly premium of $971 per single coverage. The incumbent vendor is UnitedHealthCare, currently providing coverage to approximately 500+ Medicare-eligible participants, with existing supplement plan premiums ranging from approximately $119 to $389 monthly and Part D premiums standardized at $340.98 monthly. The County's existing Third Party Administrator, WEX, will continue to handle eligibility, enrollment, and billing functions and must coordinate seamlessly with the selected contractor. Contractors must provide Professional Liability insurance of $1,000,000 per claim and $2,000,000 aggregate, and Cyber Insurance of $2,000,000 per claim and $2,000,000 aggregate, with all policies issued by Florida-licensed insurers with minimum A.M. Best ratings of A- and Financial category size VIII or greater.
