The County seeks a single Medicare Supplement carrier and a single comprehensive Medicare Part D Employer Group Waiver Plan (EGWP) provider to deliver fully insured group coverage across Volusia County government and participating agencies in Volusia, Flagler, Seminole, Lake, Orange, and Osceola Counties. Responding contractors must provide three Medicare Supplement plan options (Plans F, G, and N) with CMS and Florida Office of Insurance Regulation approval for 2026 and anticipated approval dates for 2027 rates. Key deliverables include assignment of a dedicated client service manager with retiree health experience, telephonic and web-based customer service during business hours, monthly online eligibility updates with discrepancy reporting, coordination of Medicare claim submissions, enrollment materials sent directly to retirees' residences, verification of Medicare eligibility for each member, on-site enrollment assistance including at least three annual half-day meetings, annual plan experience reports within 90 days of plan year end, and verification of Medicare enrollment status. The contract term is five years with an optional five-year renewal contingent upon mutual written agreement and County Council approval, with proposals due electronically by May 11, 2026.

Combined Medicare Supplement Plan N and Part D Pharmacy premiums must not exceed the County's current medical and pharmacy premium of $971 per month for single coverage, with all premiums and fees payable within a 30-day grace period without penalty. The contractor must disclose any commissions or administrative fees included in premiums and must not impose conditions on employer contributions beyond the County's FRS Health Insurance Subsidy of up to $225 per month for retirees with 30 years of public sector employment.
