About this file

This is a bid specification document issued by the Massachusetts Bay Transportation Authority (MBTA) for portable fall protection platforms (Bid 136-25). The MBTA operates sixteen bus garages and rail carhouses requiring modular, portable fall protection systems to enable safe worker access to rooftop-mounted equipment on buses, subway, and light rail vehicles. The initial procurement requirement is for two 60-foot-long modular aluminum safety scaffolding platforms for the Cabot Rail Facility (heavy rail), including four detachable stair assemblies, OSHA-compliant guardrails with self-closing safety gates, non-skid surfaces, and heavy-duty locking casters. Each platform must have a maximum working height of 12 feet 4 inches with a 24-inch adjustable range, 4-foot-wide deck platforms, locking 12-inch sliding extensions with non-marring protective bumpers, and the capability to span up to 10 feet 4 inches across vehicle rooflines. The selected system must be deployable across multiple MBTA maintenance locations over a ten-year period, with the MBTA reserving the right to solicit separate pricing for larger bulk purchases and volume discounts in the future.

The specification establishes detailed technical requirements including modular design with individually replaceable components (guardrails, toe boards, casters, stair assemblies, extensions, and deck sections), load capacity of 75 pounds per square foot with a minimum 1,000-pound uniformly distributed load, slip-resistant walking surfaces compliant with ASTM D2047, and stability tested per ANSI A92 series documents. Assembly and disassembly must be achievable by two workers using basic hand tools without special lifting equipment beyond a forklift, with dismantled components not exceeding 20 feet by 8 feet for transport in standard MBTA service trucks. Materials must be aluminum or lightweight construction providing adequate structural strength, with stainless or galvanized steel explicitly not accepted. Deliverables include complete system delivery, on-site demonstration and full assembly, worker training covering safe operation and fall-protection procedures, and printed and digital operation and maintenance manuals with inspection checklists and replacement part references. The contractor must provide a minimum one-year warranty covering materials and workmanship with documented service response time commitments for warranty and post-warranty support, as well as complete technical documentation and engineering drawings for all system components.

Exhibit A – 136-25 Bid Specification

Portable Fall Protection Platforms

1. Introduction

The MBTA operates sixteen (16) bus garages and rail carhouses that provide maintenance and repair services for bus, subway, and light rail vehicles. The requirement is for portable, modular fall protection platforms that will allow workers to safely access and service rooftop-mounted equipment on these vehicles.

The MBTA’s objective is to establish a standardized Fall Protection Platform system that can be deployed, as needed, across multiple maintenance locations over the next ten (10) years.

The MBTA may consider larger or one-time bulk purchases under this Agreement in the future. The MBTA reserves the right to solicit separate pricing for such orders but may first invite the awarded Contractor to provide a quotation or volume discount proposal.

At this time, the MBTA will be purchasing a system for the Cabot Rail Facility.

As much as possible, the selected system should be modular and portable, enabling reconfiguration and relocation between facilities. It will provide platforms and stairway access that allow safe, efficient, and OSHA-compliant access to bus and rail vehicles for inspection, maintenance, and repair of rooftop-mounted equipment. Platforms shall be designed to interface with MBTA vehicles without causing contact damage to vehicle structures or components.

2. General Requirements

2.1 Modular, Replaceable Design

• The platform system shall be modular in design.

• Major components (including but not limited to guardrails, toe boards, casters, stair assemblies, extensions, and deck sections) shall be individually replaceable.2.2 Dimensions

• Maximum working height: 12 ft 4 in; actual maximum may be less depending on application (bus vs. rail car).

• The height to base ratio shall not exceed two to one per OSHA 1926.452(w)(6)(ii)

• Standard lengths: Bus platforms: 40 ft per unit. Rail platforms (heavy rail and light rail): 60 ft per unit.

• Platform floor width: ≥ 4 ft.

2.3 Fall Protection

• All open sides shall be protected by OSHA-compliant guardrail systems, including:

• Top rail height: minimum 42 in ± 3 in above the walking surface.

• Mid-rails: positioned midway between the top rail and platform surface (approx. 21 in).

• Toe boards: minimum 4 in height on all edges where persons or tools could fall.

• Guardrails shall withstand at least 200 lb applied force in any outward or downward direction, in accordance with OSHA 29 CFR 1926.451 and 1926.502.

• Access points shall be equipped with inward-opening, self-closing, automatically latching safety gates to maintain continuous fall protection and prevent gates from being left ajar.

2.4 Load Capacity and Stability

• Platforms shall safely support:

o A maximum intended load of not less than 75 pounds per square foot o ≥ 1,000 pound load uniformly distributed across the deck.

o Shall be capable of supporting 4 times the intended load stated above per OSHA 1926.451(a)(1)

• Structure shall maintain stability under combined crew, tools, and equipment weight. Stability tested as described in ANSI A92 series documents.

2.5 Platform Surface

• Walking surfaces shall be slip-resistant in accordance with ASTM D2047 or equivalent standard.

• The platform structure shall accommodate minor unevenness in shop flooring while maintaining a continuous, flush, and stable work surface free of gaps or trip hazards.

2.6 Sliding Extensions

• Platforms shall include sliding extensions on the vehicle-facing side to ensure the work surface can be brought into close alignment with the vehicle roofline without repositioning the entire structure.

• Extensions shall consist of board-shaped members that slide out from beneath the deck when deployed and retract fully underneath for storage and transport.

• Each extension shall provide at least 12 in of adjustable reach.

• Extensions shall lock positively in place during use and maintain the same load capacity and slip-resistant surface as the main deck.

• The outer edges of extensions shall incorporate protective materials or features (e.g., non-marring pads, bumpers, or guards) to prevent damage to vehicle exteriors when in contact.

2.7 Access Stairway

Stair assemblies shall be provided as separate components and shall be designed for attachment at either the ends or the sides of each platform, depending on the application:
